Carnegie fund mints newest class of heroes

An apartment complex clerk shot in the head. A boy stabbed by knife-wielding men. Teens struggling to stay afloat in the Pacific. An elderly woman trapped in her burning home.

All of them rescued by individuals who risked their own lives to help.

The Carnegie Hero Fund Commission awarded medals for valor to 18 people on Wednesday, including four who perished in their rescue attempts.

Among the honorees is Joshua W. Steed, 20, a college student in Abilene, Texas, who was in the office of an apartment complex on Sept. 7, 2011 when his 21-year-old co-worker, working the front desk, was shot in the head by an assailant with a .38-caliber revolver.

Instead of closing the office door to protect himself, Steed rushed the gunman and threw a chair at him, according to the commission. Then he grabbed the gunman by the arms, rammed him into a wall and threw him to the floor ? getting his gun in the process.

Steed's co-worker survived.

Ione Fletcher Kleven similarly ran toward trouble when she heard a 14-year-old boy screaming for help in her Castro Valley, Calif., neighborhood in 2010.

The 64-year-old portrait artist chased off three men who'd attacked the boy, punching and kicking him and stabbing him twice in the back and once in the stomach. The boy recovered.

Other medal winners are from Illinois, Hawaii, New Jersey, Kansas, Iowa, Arkansas, South Carolina, Florida, Massachusetts and Calgary, Canada. Collectively they saved seven people from drowning, two from burning cars, and one from a burning home. And a police officer in New Brunswick, N.J., climbed over the fence of a railroad trestle to rescue a suicidal woman dangling 25 feet above a street.

Carnegie medalists or their heirs receive financial grants approved by the commission. More than $34.8 million has been awarded to 9,576 honorees since the fund's inception in 1904.

Steel baron Andrew Carnegie was inspired to start the fund after hearing rescue stories from a mine disaster that killed 181 people.

The Pittsburgh-based commission that administers the fund chooses recipients four times a year. The panel provides financial help to medal recipients who were disabled ? or to the dependents of those killed ? by their heroism.

Michigan could help protect online passwords

LANSING, Mich. (AP) -- Michigan legislation aimed at prohibiting employers from asking job applicants and employees for online passwords and other account information could become law.

Republican state Rep. Aric Nesbitt of Lawton sponsored a House bill that was approved last week. He says it also would prohibit educational institutions from asking for private account information and would penalize them for dismissing or failing to accept students who don't provide such details.

The aim is to help protect access to personal Twitter, Facebook and other social media accounts.

Nesbitt's office says the bill was sent to the desk of Gov. Rick Snyder. A message was sent Wednesday morning seeking comment from Snyder's office.

U.N. warns Lebanese against meddling in Syria conflict

UNITED NATIONS (Reuters) - The reported participation of Lebanese fighters on both sides of the escalating Syrian conflict violates the country's policy of not interfering in Syria's civil war and creates risks for Lebanon, the U.N. political affairs chief said on Wednesday.

The remarks from U.N. Under-Secretary-General for Political Affairs Jeffrey Feltman came in a bleak assessment of the situation in Syria, in which he said that "if nothing is done to change the current dynamic, and to move toward a political solution, the destruction of Syria will be the likely outcome."

Feltman's report to the 15-nation Security Council came after the United Nations appealed for $1.5 billion to provide life-saving aid to millions of Syrians suffering in a "dramatically deteriorating" humanitarian situation in a conflict that has killed over 40,000 people.

"The situation in Lebanon remains severely affected by the ongoing conflict in Syria," Feltman said at a council meeting on the Middle East. "Cross-border shelling and arms smuggling continue."

"Multiple reports suggest there are Lebanese implicated in Syria's violence, both on the side of the Assad regime and the opposition," he said. "This violates the Lebanese government's 'disassociation' policy and puts Lebanon increasingly at risk."

U.N. officials say Syrian President Bashar al-Assad continues to exercise his country's historic influence in Lebanon, despite the 2005 departure of thousands of Syrian troops and intelligence operatives from Lebanese soil. Many in north Lebanon say their army takes orders from Damascus.

Lebanese authorities and security institutions have a long history of collaboration with and domination by Damascus. Lebanon is deeply divided over the conflict.

The United Nations has repeatedly said that Syria's 21-month-long conflict has the potential to severely destabilize Lebanon, a tiny country still recovering from its own 15-year civil war, which ended in 1990. Recent months have seen clashes between supporters of the rebels and opponents of the uprising.

'NO MILITARY SOLUTION'

Lebanon's former prime minister, Saad al-Hariri, son of slain statesman Rafik al-Hariri, has openly criticized the Lebanese government's disassociation policy.

Hariri, whose Lebanese unity government was toppled in January last year when pro-Assad parties pulled out of the Cabinet, has been an active opponent of the Syrian president since Syria's uprising erupted 20 months ago.

Last week Syria said it issued arrest warrants against al-Hariri and a close political ally for "terrorist crimes" of financing and arming rebels fighting to oust Assad.

Separately, the council unanimously adopted a resolution extending for six months a U.N. peacekeeping mission in a demilitarized zone between Syria and Israel, which warned that border tensions could escalate with Syria's civil war.

U.N. Secretary-General Ban Ki-moon said Wednesday the crisis should be resolved through political dialogue and that "both parties must realize there is no military solution."

U.N. diplomats and officials, however, say privately that it may be too late for a negotiated solution in a conflict that looks increasingly deadlocked.

Ban welcomed recent efforts by the Syrian opposition to overcome its divisions. "I am deeply concerned about the increased militarization of the conflict and the potential for sectarian atrocities," he told reporters.

U.N.-Arab League peace envoy Lakhdar Brahimi has failed to get Russia and the United States to overcome their differences on Syria that have prevented the Security Council from taking any meaningful action in the conflict.

Syria's staunch ally and arms supplier Russia, supported by China, has vetoed three Security Council resolutions condemning Assad and opposes the idea of sanctioning Assad's government.

Facebook news feed to show autoplay video ads?

Facebook users may soon see autoplay video ads in their news feed. According to reports, the social networking company is planning to add the autoplay video ads within the next six months. The ads are supposedly slated to come to the desktop version of the site first and later rolled out to the mobile version.

According to an AdAge report, the duration of these autoplay video ads would be around 15 seconds, target niche users and even come with auto-audio function. The report further says the ads are likely to grab users' attention by 'expanding out of the site's newsfeed' into the right and left columns. The autoplay video ads are mainly aimed to attract advertisers that prefer TV ads.

It's notable Facebook already shows video ads on the site's side bar, but they don't appear in the news feed, don't auto play and expand. The advertisers haven't used the video ads quite extensively of late.

Facebook had launched news feed ads earlier this year, doing away with ads from users' fan pages and branding them ?featured?. The social networking company in the meanwhile has been working on other types of ad testing, especially tapping the mobile, which it believes could be a huge source of revenue in the near future.

Back in June, Facebook began developing a mobile-ad product, which used real-time data based on users' geographical locations. In August, the site started testing a new format of ad, which appeared in users' news feeds despite the user or their friends aren't following that brand or product.

According to reports, Facebook's new autoplay video ads for news feed comes amid LinkedIn's efforts to develop own video-ad platform. The professional social networking site announced global video advertising in October. The LinkedIn video ad platform allows advertisers use YouTube and other videos to promote their brands. Facebook was recently rumoured to be in talks with Microsoft to buy the latter's Atlas ad technology in a bid to take on Google's DoubleClick ad network. Read more about the story here.

    The holiday season was in full swing in New York when AILA President-Elect Doug Stump and I ?invaded? the city last week. No stealth maneuvers here, this was a planned, coordinated campaign ? we were there to talk to the press.

    Most of the reporters were people AILA Communications has been working with for a good long while. These journalists turn to AILA for expertise on immigration topics ranging from detainers to waivers, from DACA to H-1Bs. So, while juggling the schedule was a challenge, each reporter gave us a generous amount of time to share our views, to answer questions, and to see where we can be of most help in the future.

    Did you ever wonder how we have been so successful at getting our members? voices heard? Look no further than AILA?s crackerjack Communications Department! Kudos to Senior Director of Communications George Tzamaras and Manager of Communications Belle Woods not only for a successful tour, but for making it their mission that people turn to AILA as the reliable resource for immigration expertise.

    The tour included meetings with The Guardian, the Wall Street Journal, CNN Money, the New York Daily News, CNN, the Associated Press, and the New York Times. Discussions ranged widely but here are some of the topics we covered:

    ? At every meeting, Comprehensive Immigration Reform (CIR) was the first topic that came up, and always led to a lively discussion about what did we think about the prospects for next year, and what did AILA think real reform might look like.

    ? We talked about what DACA means to our clients and their families and what we think we?ll see in terms of applications next year. We also highlighted how complicated a ?simple? application can be, and how critical it is to have good legal advice in the process.

    ? We talked about the many ways our current immigration system is broken, and how the current mess is the inevitable result of multiple barriers to legal immigration that are literally written into the law or just part of the adjudications process, as well as illustrated how they affect businesses and families, alike.

    ? Producers and reporters wanted facts. And boy did we give them facts: facts about how difficult it is to navigate our current system; how unwieldy, unforgiving, and unfair the process can be; how much our nation needs its immigrant communities; and the high cost of letting politics instead of common sense dominate the discussion. And thanks, IPC, for making us look so smart!

    ? We talked about notario fraud and AILA?s efforts to educate the public about the danger these scammers pose to immigrant communities. We introduced them to resources on UPL, including AILA?s consumer protection website, http://stopnotariofraud.org?(now in four languages).

    ? We also highlighted our Chapters? and individual members? extraordinary efforts to educate their communities about the risks and potential rewards of deferred action, the value of working with an immigration lawyer and how for many, getting good legal advice can mean the difference between a bright future and deportation.

    While not a media meeting, another highlight of the trip was meeting with the Partnership for a New American Economy (out of Mayor Bloomberg?s Office), which was a great opportunity to talk potential partnerships/collaboration with AILA in the coming year. It was also a chance to learn from each other. For instance, PNAE has been involved in a micro loan program to help qualified DACA applicants borrow enough for government filing fees. The program has been in effect for a few months, and PNAE has promised to let us know how that progresses, as the $465 fee has been a roadblock for many young immigrants.

    By the end of the second day of meetings, we felt like we?d definitely made an impact. While not everyone can get to NYC and blitz through meetings as we did, we want to emphasize that working with your local press outlets is something that AILA members around the country can and should do. Take a look at these notes, think about what the various outlets were most interested in, and pitch a story tailored to your local news outlet. Want some help crafting your message?     UBS admits fraud in $1.5 billion Libor rigging settlement

    ZURICH (Reuters) - Swiss bank UBS was hit with a $1.5 billion bill and admitted to fraud on Wednesday in order to settle charges of manipulating global benchmark interest rates.

    The penalty agreed with U.S., UK and Swiss regulators is more than three times the $450 million fine levied on Britain's Barclays in June for rigging the Libor benchmark rate used to price financial contracts around the globe.

    It is the second-largest fine paid by a bank and comes a week after Britain's HSBC agreed to pay the biggest ever penalty - $1.92 billion - to settle a probe in the United States into laundering money for drug cartels.

    "We deeply regret this inappropriate and unethical behavior. No amount of profit is more important than the reputation of this firm, and we are committed to doing business with integrity," UBS Chief Executive Sergio Ermotti said in a statement disclosing the extent of the wrongdoing, which took place over six years from 2005 to 2010.

    UBS said it will pay $1.2 billion to the U.S. Department of Justice (DoJ) and the Commodity Futures Trading Commission (CFTC), 160 million pounds to the UK's Financial Services Authority and 59 million Swiss francs from its estimated profit to Swiss regulator Finma.

    The FSA said at least 45 people were involved in the rigging, which took place across a range of Libor currencies.

    A similar admission by Barclays in June touched off a political firestorm that forced its chairman and chief executive to quit.

    The Libor benchmarks are used for trillions of dollars worth of loans around the world, ranging from home loans to credit cards to complex derivatives.

    Tiny shifts in the rate, compiled from daily polls of bankers, could benefit banks by millions of dollars. But every dollar a bank benefited meant an equal loss by a bank, hedge fund or other investor on the other side of the trade - raising the threat of a raft of civil lawsuits.

    The steep fine for UBS is despite the bank, since 2011, cooperating with law-enforcement agencies in their probes. The bank said it received conditional immunity from some regulators.

    UBS has had a tough 18 months after suffering a $2.3 billion loss in a rogue trading scandal, management upheaval and thousands of job cuts.

    Asia Markets: Japan?s Nikkei sails over 10,000, leads Asia gains

    HONG KONG (MarketWatch) ? Japanese stocks soared to again lead a broad rally for Asian markets Wednesday, with the Nikkei Stock Average easily sailing over the 10,000-point mark for its highest finish since early April on the back of strong gains for financial and exporter shares.

    Deutsche Bank upgraded its rating on major banks to overweight from market-weight, saying that a gradual increase in yields on Japanese government bonds would be positive for bank shares.

    Also, expectations of a policy drive the end an era of deflation in the country will likely send risk premiums lower and very long-term interest rates higher, which should be ?basically positive for insurance stocks,? the analysts said. The Bank of Japan is due to review its monetary policy Thursday.
