HBT: Hughes, Sabathia to follow Kuroda for Yanks

Shortly after we learned that Hiroki Kuroda would start on short rest for Game 2 of the ALCS against the Tigers tomorrow, Yankees manager Joe Girardi set the rotation for the rest of the series.

Jack Curry of YES Network reports that the Yankees will use Phil Hughes in Game 3 on Tuesday and CC Sabathia on regular rest in Game 4 on Wednesday. Girardi told Joel Sherman of the New York Post that he plans to stick with this arrangement even in the event that they lose the first two games of the series.

And so, here?s the tentative rundown of the matchups for the series:

Game 1 Tonight in New York: Doug Fister vs. Andy Pettitte
Game 2?Sunday in New York: Anibal Sanchez vs. Hiroki Kuroda
Game 3?Tuesday in Detroit: Phil Hughes vs. Justin Verlander
Game 4 Wednesday in Detroit: CC Sabathia vs. Max Scherzer
Game 5?(if necessary) Thursday in Detroit: Andy Pettitte vs. Doug Fister
Game 6 (if necessary) next Saturday in New York: Anibal Sanchez vs. Hiroki Kuroda
Game 7 (if necessary) next Sunday in New York: Justin Verlander vs. CC Sabathia

If Sabathia gets the call in a potential Game 7, he would be going on three days? rest. Meanwhile, Verlander would be on regular rest.

Few good options to secure Syria chemical arsenal

BEIRUT (AP) ? The U.S. and regional allies are closely monitoring Syria's chemical weapons ? caught in the midst of a raging civil war ? but options for securing the toxic agents stuffed into shells, bombs and missiles are fraught with risk.

President Bashar Assad's embattled regime is believed to have one of the largest chemical weapons stockpiles in the world. Fears have risen that a cornered Assad might use them or that they could fall into the hands of extremists, whether the Lebanese Hezbollah militia, an Assad ally, or al-Qaida-inspired militants among the rebels.

For now, the main storage and production sites are considered secure. However, some suggest the civil war poses one of the gravest risks of losing control over non-conventional weapons since the breakup of the Soviet Union two decades ago.

Syria's suspected arsenal is scattered across a number of locations, mainly in the north and west, where fighting between Assad's forces and rebels seeking to oust him has been heaviest.

"We need to be up front that this is not something very easy to do," Steven Bucci, a former senior Defense Department official, said of attempts to keep the weapons locked up.

The price of military action against the arsenal is prohibitively high, Bucci and others say.

Airstrikes on chemical weapons depots could inadvertently release toxic clouds or expose them to looters. A ground operation would require thousands of troops, and the U.S. administration has pushed back on any suggestion of direct military action in Syria. Pinpoint operations by special forces could easily go wrong.

The issue has been a topic in the U.S. presidential campaign. Republican nominee Mitt Romney has said he would send U.S. troops into Syria if needed to prevent the spread of chemical weapons, while President Barack Obama has said that movement or use of chemical weapons would have "enormous consequences."

Syria's secrecy compounds the problem. Damascus hasn't signed non-proliferation agreements, long denying it has chemical weapons. Syria "is a black hole for us," said Michael Luhan of the Organization for the Prohibition of Chemical Weapons, declining to give an estimate of the size of the arsenal because foreign inspectors are barred.

Other experts acknowledge there is no firm data and say they base their estimates largely on U.S. intelligence reports.

Syria is believed to have hundreds, if not thousands, of tons of chemical agents, said Leonard Spector, deputy director of the James Martin Center for Nonproliferation Studies in Monterey, California. This includes mustard gas, a blistering agent, and the more lethal nerve agents sarin and VX, he said.

The chemical agents are believed to be designed for use in artillery shells, aerial bombs and ballistic missiles, said Scott Stewart of the U.S. security think tank Stratfor.

It is not known to what extent the chemical agents have already placed in munitions. Bucci, of The Heritage Foundation, said he believed "most of it" has been put into artillery shells and rockets.

Bucci and Stewart estimate some 50 sites are associated with the program.

A map by the Monterey think tank shows four production sites: one 20 kilometers (12 miles) southeast of Aleppo, Syria's largest city and a major battleground, and three outside the cities of Hama, Homs and Latakia. Storage sites have been identified near Hama, Homs and the capital Damascus, which also has a research and development facility. Three sites are marked as having dual use infrastructure, for both civilian and military purposes.

Anxiety rose over the summer after the regime warned it might use chemical weapons against foreign attackers. Obama warned Assad that the threat of chemical warfare is a "red line" for the U.S. Even key Assad ally Russia told him to stand down.

Syria has not used chemical weapons, unlike Iraq's former leader Saddam Hussein. Analysts say the bigger threat is that the weapons fall into the wrong hands.

Such worries over the fate of advanced weaponry were highlighted on Friday, when a shadowy militant group known as Jabhat al-Nusra joined Syrian rebels in seizing a government missile defense base.

U.S. Defense Secretary Leon Panetta said late last month that Washington believes the main sites are secure but the regime apparently moved some chemical weapons to protect them. Panetta acknowledged that the U.S. doesn't know what happened to some of the weapons.

Spector told Congress this summer that the regime could lose control over chemical weapons sites, even as it holds on to Syria's urban centers. The rebels control stretches of countryside in the north and the west, close to where the main production facilities are believed to be, said Spector, a former senior U.S. arms control official. With front lines shifting, such sites could fall behind rebel lines or its regime guards could abandon them.

Hezbollah fighters, meanwhile, could take advantage of the chaos and try to loot installations. Israel, which fought a war with Hezbollah in 2006, has warned it would act, presumably by striking suspicious Hezbollah convoys.

However, the possibilities for military action are limited because of the size and decentralization of Syria's arsenal. Bucci and Stewart said airstrikes carry too much risk of harming civilians, while targeted operations would not be able to secure all sites simultaneously.

Using special forces "would necessitate putting troops in harm's way, without overwhelming support," said Stewart, a former anti-terrorism investigator at the U.S. State Department. "The only way to secure all the sites in a comprehensive manner is through a large ground force, which is politically untenable at this point."

Technical and political restraints could decrease the risks of militants obtaining and using chemical weapons.

Militant groups may lack the proper gear, training and logistics to move chemical weapons, said Michael Eisenstadt of the Washington Institute for Near East Policy. Some chemicals are stored in heavy bulk containers, while so-called binary munitions for missile warheads require separate components that are likely stored separately, he noted.

Smaller munitions, such as an artillery shell filled with chemical agents, would be easy to move, Bucci said. Militants could "fit it in a suitcase, carry it around and use it by hooking it up to other munitions," he said.

Hezbollah could be deterred by the threat of Israeli retaliation, said Stewart. Such payback would jeopardize Hezbollah's standing as a key military and political force in Lebanon.

"The largest concern is jihadist actors getting their hands on chemical weapons munitions and using them in the region," such as firing rockets at Israel or targeting Western diplomatic missions in the area, he said.

For now, the West's best options are deterrence and containment, analysts said.

This includes warning the regime and the rebels of the dire consequences of using or losing control of chemical weapons and working with Syria's neighbors, particularly Jordan and Turkey, to prevent chemical weapons from being smuggled out of Syria.

On Thursday, Jordanian officials confirmed that U.S. special operations forces and their Jordanian counterparts have been training at a compound some 80 kilometers (50 miles) from the Syrian border how to protect civilians from possible chemical attacks.

"With chemical weapons, it starts to get so beyond the pale," Bucci said of the potential threat. "It scares the heck out of everybody, rightfully."

Blood cells may offer telltale clues in cancer diagnosis

ScienceDaily (Oct. 12, 2012) ? Postdoctoral Research Fellow Devin Koestler is a biostatistician at the Geisel School of Medicine at Dartmouth. He develops and applies statistical methods to large volumes of data, seeking new approaches for understanding disease, cancer in particular. Koestler and his colleagues are investigating the potential use of white blood cell variation as a diagnostic, predictive, and research tool in the study of non-blood cancers.

"There is promise here for a new diagnostic tool," says Koestler. "What we show here is not ready for immediate clinical utility, but I think it is on the right path."

Koestler is working in the Quantitative Biomedical Sciences program with Professors Margaret Karagas and Jason Moore. His focus is the development of computational and statistical tools for investigating the process of DNA methylation.

In methylation, a molecule known as a methyl group (chemically CH3 -- three hydrogen atoms and one carbon) attaches itself to the DNA. When this occurs, the DNA function can change dramatically. An example might be the methyl group blocking the expression of a tumor-suppressing gene.

Koestler is the first author on a paper with Karagas and a host of colleagues from Dartmouth, Brown University, Oregon State University, the University of Minnesota, and the University of California. Its subject is methylation in leukocytes (white blood cells) and their association with cancer in tissues and organs other than blood, such as bladder or ovarian cancers.

"When we have an illness or a disease, that does something to our immune system," Koestler explains. "It responds by providing whatever cells are necessary to combat that threat. In the blood, the leukocytes supply that immune response."

Methylation has been studied in biopsied cells from cancer patients, in comparison to cells of cancer-free individuals. "Those studies have compellingly shown there are very striking differences in methylation patterns between cancer and cancer-free subjects," Koestler says. "This brought us to also look at patterns of methylation in blood."

The new studies, in which Koestler took part, showed differences in methylation patterns in the leukocytes of cancer patients versus cancer-free individuals. There are different types of leukocytes, referred to as subsets, each of which exhibits its own signature methylation pattern. The proportions of these identifiable subsets shift, depending on the kind of disease they may be combating.

Using data from studies of ovarian, bladder, and head and neck cancers, the researchers demonstrated statistically significant correlations between the specific cancers and the methylation signatures that characterize leukocyte subsets.

"What made our study unique is that we had the methylation data on the individual leukocytes themselves, enabling us to connect the dots, and better understand the mechanisms underlying the results from previous studies."

Analyzing the relative proportions of the leukocyte types in the blood sample can help predict the onset of a particular cancer or identify and diagnose a cancer in progress. The alternative of sampling a patient's blood is far preferable to undergoing an invasive surgical biopsy.

The advantages of using methylation patterns to assess proportions of white blood cell subtypes in cancer research extend beyond the bedside to the lab bench. Archival blood samples frozen and stored at some time in the past can now be used as research material, whereas existing methods typically require fresh blood samples with intact cells to assess white blood cell subtypes.

Nigeria, other African nations not on ICT top ranking ? The Punch ...

Minister of Communications Technology, Mrs. Omobola Johnson

Information and Communication Technology uptake has continued to grow worldwide, spurred by a steady fall in the price of telephone and broadband Internet services.

New figures released on Thursday by the International Telecommunications Union confirmed this.

However, the report shows that Nigeria and other countries in Africa need to do more to gain top ranking in Information and Communications Technologies. The situation is coming despite the advances in mobile telecommunication penetration in the region.

The new data, released in ITU?s flagship annual report, Measuring the Information Society 2012, ranked the Republic of Korea as the world?s most advanced ICT economy, followed by Sweden, Denmark, Iceland and Finland.

Of the 10 top-ranked countries, eight are from Europe. The two remaining countries come from the Asia-Pacific region, with the Republic of Korea in the first place, and Japan coming eighth.??

The top five countries have not changed their rank between 2010 and 2011. The only new entrant in the top 10 is the United Kingdom, which moved up from 14th place in 2011 to ninth place in 2012.

ITU?s ICT Development Index ranks 155 countries according to their level of ICT access, use and skills, and compares 2010 and 2011 scores.

All countries in the IDI top 30 are high-income countries, underlining the strong link between income and ICT progress.

Although the full report has not yet been released, the United States occupies the first position in terms of the revenue generated from telecommunications in 2010. The only country showing up from Africa among the first 20 nations is South Africa, which occupies the 16th position.??

There are huge differences between developed and developing countries, with IDI values on average twice as high in the developed world compared with developing countries.

The report identifies the group of countries with the lowest IDI levels ? so-called ?Least Connected Countries? ? and highlights the need for policy makers to pay keen attention to this group.

ITU Secretary-General, Dr Hamadoun Tour?, said, ?ITU?s Measuring the Information Society report is the most comprehensive statistical and analytical report on the shape of ICT markets worldwide.

?Our reputation as a wholly impartial and reliable source of ICT market statistics makes this report the annual industry benchmark for technology development.?

Developing countries account for the lion?s share of mobile growth.

The report also identifies countries, which have made the most progress when it comes to ICT development.

These dynamic ICT markets are mostly located in the developing world ? evidence that many developing countries are catching up quickly in efforts to bridge the so-called ?digital divide?.

The strong performers are Bahrain, Brazil, Ghana, Kenya, Rwanda and Saudi Arabia.

In the mobile sector, developing countries now account for the lion?s share of market growth.

Mobile-cellular subscriptions register continuous double-digit growth in developing country markets, for a global total of six billion mobile subscriptions by end 2011. China and India each account for around one billion subscriptions.

Mobile broadband continues to be the ICT service displaying the sharpest growth rates.

Over the past year, growth in mobile-broadband services has been at 40 per cent globally and 78 per cent in developing countries.

There are now twice as many mobile-broadband subscriptions as fixed-broadband subscriptions worldwide.

Prices of ICT services drop by 30%

Globally, telecommunication and Internet services are becoming more affordable.

According to a report by ICT Price Basket, which spans 161 economies and combines the average cost of fixed-telephone, mobile-cellular and fixed-broadband Internet services, the price of ICT services dropped by 30 per cent globally between 2008 and 2011, with the biggest decrease in fixed- broadband Internet services, where average prices came down by 75 per cent.

While prices in developed economies have stabilised, those in developing countries continue to fall at double-digit rates.

That said, fixed-broadband services still remain too expensive in most developing countries: by the end 2011, the price of a basic, monthly fixed-broadband package represented over 40 per cent of monthly gross national income per capita.

This compares to 1.7 per cent in developed economies. Affordability targets set in 2011 by the Broadband Commission for Digital Development, on which ITU serves as co-vice chair, set the targeted cost of an entry-level broadband subscription at less than five per cent of GNI.

One promising development is the growth of mobile-broadband services. In developing countries, mobile-broadband services are more widely accessible and, in the case of low-volume packages, less costly than fixed-broadband Internet services.

Mobile broadband was expected to boost Internet use, which stood at 32 per cent globally and 24 per cent in developing countries at the end 2011, the report said.

Director of ITU?s Telecommunication Development Bureau, Mr. Brahima Sanou, said, ?The past year has seen continued and almost universal growth in ICT uptake. The surge in numbers of mobile-broadband subscriptions in developing countries has brought the Internet to a multitude of new users.

?But despite the downward trend, prices remain relatively high in many low-income countries. For mobile broadband to replicate the mobile-cellular miracle and bring more people from developing countries online, 3G network coverage has to be extended and prices have to go down even further.?

Developing countries are key growth markets

The report also shows that the ICT sector has become a major contributor to economic growth. For instance, in 2010, global exports of ICT goods accounted for 12 per cent of world merchandise trade, and as much as 20 per cent in developing countries.

ITU data show that global revenues from telecommunication services reached $1.5tn in 2010, corresponding to 2.4 per cent of the world?s gross domestic product.

Investment (measured by capital expenditure) in telecommunications amounted to over $241bn, or an estimated two per cent of the world?s total gross fixed capital formation.

The figures highlight the important role developing countries are playing in terms of telecommunication revenues and investments, particularly during the recent economic crisis.

Between 2007 and 2010, both telecom revenues and investment had grown by 22 per cent in developing countries, whereas revenues stagnated in developed countries.

Developing countries are also increasingly becoming attractive destinations for foreign direct investment in telecommunications.

By the beginning 2011, nine of the top 20 telecom markets globally in terms of revenues were developing country markets ? including Brazil, China, India and Mexico ? and developing countries accounted for 35 per cent of world telecommunication revenue.

At the same time, ITU research and data suggest that developing countries need a relatively higher level of investment in advanced ICT services to fuel growth, mainly because ICT infrastructure levels are still limited.

Getting Started In Emergency Preparedness: Friday's Thoughts and ...

Dear Preppers and Survivalists,

The Importance of Entertainment
Many years ago, I was in an accident, a serious accident. To help me recover, the doctors prescribed some awesome painkillers. These drugs took away my ability to concentrate; I couldn't read more than a paragraph, carry on an intelligent conversion, or answer the newspaper's crossword puzzle. Just so you know, I couldn't even follow the soap operas.

In other words, I was bored, so I had to find some other enjoyable entertainment. I finally found it in reading comic books.

My temporary relocation has presented similar problems. I have left friends and family behind, and I am bored, again. Plus, I am trying to leave as much stuff back at home.

Because,

'If' I have to evacuate (bug-out), I will leave a minimum of 'important' stuff like a bed, bedding, clothes, electronics, books, and ... Plus, I'm trying to be very frugal. In other words, I have few distractions.

So, what does this have to do with prepping?

During certain disasters, we (you and your family) may have excess time on our hands.

Take a power outage.

Televisions, game consoles, and the internet will be inoperative. What will your family do?

Play board and card games, read age appropriate books and magazines, and other low energy activities.

Needless to say, you and your family are going to have to practice these habits because you, your partner, and your children are going to need to find games that interest your family. Same for books. If the children like science fiction, you and them need to stock-up on scifi books.

You get the point by now, but I would like to make another one.

According to FerFAL, writing at Surviving in Argentina, during an economic crisis inexpensive entertainment is important because folks don't have excess cash to spend and crime increases making going out dangerous for you and your family.

So,

That means a DVD played and a Netflix account just might be a prepping consideration for you and your family.

Small Towns
I?want looking for a largeish cardboard box, a couple of days ago. Guess what?

Yeah, I couldn't find one because there are no businesses in town that receive merchandise in a large box.

Another down side to living in a small town.

Knowing The Mortgage Forgiveness Debt Relief Act | Mark Lewis ...

In the unlikely even you should be indebted to some entity, and that entity decides to exonerate your debt, normal circumstances dictate that your debt could be taxable.? With the presence of the Mortgage Forgiveness Debt Relief Act of 2007, you can restructure your mortgage to bypass your income from this debt discharge along with any mortgage debt that connects to foreclosures.? The affected years of this Act are 2007-2012, and a walloping $2 million is the ceiling for married folks filing separately.? Debt settlement has never been easier for folks to embrace.

When receiving debt advice, specifically how to get out of debt through this Act, remember that commercial lenders, debtors and all other parties who have vested interest in your debt crisis will be involved with this process.? Whenever you borrow money for secondary mortgages, new homes or for debt consolidation, you have an obligation to repay such debts; sometimes, however, changes in income can thwart these efforts.

What Is Considered ?Cancellation of Debt??

Not always will cancellation of debt be taxable, yet most of the time it will be.? If you no longer are obligated to repay the lender, you must report any of these debts on Form 1099C because you are forgiving the debt yet reporting this as supplementary income.? Some of the non-taxable exceptions to debt cancellation include bankruptcy, some farm debts, non-recourse loans (which generally means that lender will recuperate the property), insolvency and certain qualified principal residences where indebtedness persists.

What Exactly Is The MFDRA of 2007?

This mortgage forgiveness debt relief act is in place to allow for income to be excluded due to modification of mortgage terms or, inevitably, the foreclosed state of your primary home.? So, although you will have debts forgiven, you will more than likely not occupy your primary home as a result of this debt collection effort.

When discussing ?income exclusion?, we?re describing any debts that your lender have decided to forgive yet must be added to your personal income tax statements.? During a mortgage restructure, you can include principle residency in your debt crisis.? It may not seem like the best way of understanding how to get out of debt, yet this Act brings some form of debt relief order to families who may need the debt help.? This act only benefits cancelled or forgiven debts that were used to substantially improve, build or buy your residency and contain this $2 million ceiling of forgiveness to protect the lender from excessive debt cancellation.

What This Act Does For Student Debt

Sometimes, your student loan could be cancelled which may result in taking a taxable income hit.? This provision will not result in taxable income, however, if you went to school and agreed to remain in your profession for specific number of years, or months, in order to receive full loan payoff.? Make sure to contact your employer amidst filing your personal income taxes to make sure you?ve met their provisions for getting your student loan relieved.

Conditions Of Student Loan Release of Responsibility

There is certain criterion that your student loan must fall under for cancellation of student debt.? For example, your loan must have originated from either the federal or state government, or some local subdivision of both.? Also, you could have fallen under a tax-exempt corporation which controls a hospital where you work; for example, you could have been sent to school to complete your nursing degree by a hospital consortium.? Finally, the last group who fall under potential loan forgiveness include those who work in underserved areas under agreement of any entity listed above under the direction of some educational or charity organization.? If you fall under any of the above categories, you should qualify under the Mortgage Forgiveness Debt Relief Act for full pardon of this student debt.

First Need for Speed: Most Wanted trailer released, coming soon to Google Play

EA has released the first teaser trailer for the mobile version of Need for Speed: Most Wanted, which is due to land on Android and iOS in the next few weeks. It's a short, 30-second affair showing some gameplay highlights, including the kind of nitrous-fuelled disregard for road safety we've come to expect from one of EA's leading racing franchises. As we'd expect from a big-budget title, it's visually impressive, and we hope high-powered Android handsets will be able to enjoy this level of eye candy when the game lands on Google Play later in October.

Check out the trailer for yourself above. We'll keep you updated when the game eventually arrives on Google Play.

First Look: Kathryn Erbe as Eames on 'L&O: SVU'

Eric Ogden / USA Network

Kathryn Erbe as Det. Alexandra Eames on "Law & Order: CI."

By Anna Chan, TODAY

She's back on Wednesday! "Law & Order: Criminal Intent" star Kathryn Erbe is making her return to "L&O," this time on "Special Victims Unit." Erbe played Det. Alex Eames for 10 seasons of "CI," and next week she's reprising her role in the new episode of "SVU" entitled "Acceptable Loss."

Since "CI" ended, Eames has moved on from the Major Case Squad to become a lieutenant with the?City/Federal Homeland Security Task Force. It is in her new role that she crosses paths with SVU. While the gang works (with Capt. Cragen as their boss again!) to bust a sex trafficking ring involving young women, they come across evidence tied to a terrorism case Eames is leading.

Just as SVU is about to crack the case, Eames -- worrying that the squad might compromise her case -- sweeps in and shuts down the investigation of Benson, Munch, Fin, Amaro and Rollins. Watch our exclusive sneak peek of Eames back in action briefing the SVU squad on the case:

But as fans of "SVU" know full well, Det. Benson isn't one to back down just because a superior says to.

"Law & Order: SVU" airs Wednesdays at 9 p.m. on NBC. ?Also, check out Weekend TODAY this Sunday for an appearance by Erbe!

What do you think of the clip of Eames? Do you think her character should be more involved in "SVU"? Share your thoughts on our Facebook page!
