'A mess everywhere': East Coast struggles to recover

(Reuters) - Rescuers searched flooded streets and swamped houses for survivors, drivers lined up for hours to get scarce gasoline and millions remained without power on Thursday as New York City and nearby coastal towns struggled to recover from one of the biggest storms ever to hit the United States.

New Yorkers heard the rumble of subway trains for the first time in four days as limited service resumed, but the lower half of Manhattan still lacked power and surrounding areas including Staten Island, the New Jersey shore and the city of Hoboken remained crippled from a record storm surge and flooding.

At least 87 people died in the "superstorm" that ravaged the northeastern United States on Monday night. Officials said the number could climb as rescuers searched house-to-house through coastal towns.

The hunt for gasoline added to a climate of uncertainty as the death toll and price tag of the storm rose.

"I'm so stressed out," said Jessica Bajno, 29, a school teacher from Elmont, Long Island, who was waiting in line for gas. "I've been driving around to nearby towns all morning, and being careful about not running out of gas in the process. Everything is closed. I'm feeling anxious."

More deaths were recorded overnight in the New York City borough of Staten Island, where authorities recovered 17 bodies after the storm lifted whole houses off their foundations. Among the dead were two boys, aged 4 and 2, who were swept from their mother's arms by the floodwaters, police said.

In all, 38 people died in New York City, officials said.

The financial cost of the storm also promised to be staggering. Disaster modeling company Eqecat estimates Sandy caused up to $20 billion in insured losses and $50 billion in economic losses, double its previous forecast.

At the high end of the range, Sandy would rank as the fourth-costliest catastrophe ever in the United States, according to the Insurance Information Institute, behind Hurricane Katrina in 2005, the September 11 attacks of 2001, and Hurricane Andrew in 1992.

JERSEY SHORE STAGGERS

In hard-hit New Jersey, where oceanside towns saw entire neighborhoods swallowed by seawater and the Atlantic City boardwalk was destroyed, the death toll doubled to 12.

Floodwaters finally receded from the streets of Hoboken, just across the Hudson River from Manhattan, leaving behind a stinky mess of submerged basements and displaced cars littering the sidewalks.

"The water was rushing in. It was like a river coming," said Benedicte Lenoble, a photo researcher from Hoboken. "Now it's a mess everywhere. There's no power. The stores aren't open. Recovery? I don't know."

In neighboring Jersey City, drivers negotiated intersections without traffic lights. Shops were shuttered and lines formed outside pharmacies while people piled sodden mattresses and furniture along the streets. The city imposed a curfew and banned driving from 7 p.m. to 7 a.m.

New Jersey favorite son Bruce Springsteen, along with Jon Bon Jovi and Sting, will headline a benefit concert for storm victims Friday night on NBC television, the network announced.

The U.S. government agreed to cover 100 percent of emergency power and public transportation costs through November 9 in eight New Jersey counties. The Federal Emergency Management Agency, which already pledged aid directly to victims and local governments, told New Jersey's U.S. senators of the decision, an aide to Senator Frank Lautenberg said.

Sandy started as a late-season hurricane in the Caribbean, where it killed 69 people, before smashing ashore in the United States with 80 mph winds. It stretched from the Carolinas to Connecticut and was the largest storm by area to hit the United States in decades.

About 4.6 million homes and businesses in 15 U.S. states were without power on Thursday, down from a record high of nearly 8.5 million.

Sandy made landfall in New Jersey with a full moon around high tide, creating a record storm surge that flooded lower Manhattan. By Thursday, the storm had dissipated over the North American mainland.

OBAMA BACK ON CAMPAIGN

After a four-day suspension to deal with the storm, President Barack Obama returned to the campaign trail. Polls show him locked in a virtual tie with Republican challenger Mitt Romney before Tuesday's presidential election.

The president toured devastated New Jersey areas on Wednesday with the state's Republican governor, Chris Christie, a vocal Romney supporter who nonetheless strongly praised Obama's response to the disaster.

Obama received an update on storm recovery efforts Thursday from his crisis management team, White House spokesman Jay Carney told reporters on Air Force One.

More than 36,000 disaster survivors from New York, New Jersey and Connecticut have applied for federal disaster assistance and more than $3.4 million in direct assistance has already been approved, Carney said.

GASOLINE SCARCE

Fuel supplies into New York and New Jersey were being choked off in several ways. Two refineries that make up a quarter of the region's refining capacity were still idle due to power outages or flooding. The New York Harbor waterway that imports a fifth of the area's fuel was still closed to traffic, and major import terminals were damaged and powerless.

In addition, the main oil pipeline from the Gulf Coast, which pumps 15 percent of the East Coast's fuel, remained shut.

The scarcity of fuel, electricity and supplies made cleanup more daunting for barrier towns such as Seaside Heights, part of the Jersey Shore.

Seaside Heights residents who obeyed the mandatory evacuation order were cut off from their homes. The entire community was submerged by the storm surge that washed over the island and into the bay that separates it from the mainland.

"The bay met the ocean," said Frank Meszaros, 43, standing next to the closed bridge that kept him from returning home.

Chris Delman, 30, saw a photograph of his house in a local newspaper Wednesday, noticing it was still standing.

"We ain't living in Seaside no more, that's obvious," Delman said. "I just want to know what I have left."

History's nastiest presidential elections

Reading the political news, you'd think this election is the nastiest, most contentious and most important our nation has ever faced. No doubt the outcome matters, but in the annals of American elections, this one barely registers for sheer strangeness.

In fact, electoral politics have always been a down-and-dirty business, starting at least as early as 1800, when our founding fathers proved themselves adept at bitter battles. Other elections have featured nasty accusations, bizarre happenstance and even the death of one of the candidates.

Read on for five of the strangest presidential elections in U.S. history.

1. The very first one, 1788-1789
The first presidential election in our nation's history was one-of-a-kind in that it was literally no contest. Organized political parties had yet to form, and George Washington ran unopposed. His victory is the only one in the nation's history to feature 100 percent of the Electoral College vote. [Quiz: Weirdest Presidential Elections]

The real question in 1788 was who would become vice president. At the time, this office was awarded to the runner-up in the electoral vote (each elector cast two votes to ensure there would be a runner-up.) Eleven candidates made a play for the vice presidency, but John Adams came out on top.

2. It's a tie, 1800
Electoral politics got serious in 1800. Forget the hand-holding peace of George Washington's first run ? political parties were in full swing by this time, and they battled over high-stakes issues (taxes, states' rights and foreign policy alignments). Thomas Jefferson ran as the Democratic-Republican candidate and John Adams as the Federalist.

At the time, states got to pick their own election days, so voting ran from April to October (and you thought waiting for the West Coast polls to close was frustrating). Because of the complicated "pick two" voting structure in the Electoral College, the election ended up a tie between Jefferson and his vice presidential pick, Aaron Burr. One South Carolina delegate was supposed to give one of his votes on another candidate, so as to arrange for Jefferson to win and Burr to come in second. The plan somehow went wrong, and both men ended up with 73 electoral votes.

That sent the tie-breaking vote to the House of Representatives, not all of whom were on board with a Jefferson presidency and Burr vice presidency. Seven tense days of voting followed, but Jefferson finally pulled ahead of Burr. The drama triggered the passage of the 12th amendment to the U.S. Constitution, which stipulates that the Electoral College pick the president and vice president separately, doing away with the runner-up complications.

3. Things get nasty, 1828
Anything involving dueling war veteran Andrew Jackson was liable to get dirty, but the 1828 electoral battle between Jackson and John Quincy Adams took the cake for mud slinging. Jackson had lost out to Adams in 1824 after Speaker of the House Henry Clay cast a tie-breaking vote. When Adams chose Clay as his Secretary of State, Jackson was furious and accused the two of a "corrupt bargain."

And that was before the 1828 election even got started, when Adams was accused of pimping out an American girl to a Russian Czar. Jackson's wife, Rachel, was called a "convicted adulteress," because she had, years earlier, married Jackson before finalizing her divorce to her previous husband. Rachel died after Jackson won the election, but before his inauguration; at her funeral, Jackson blamed his opponents' bigamy accusations. "May God Almighty forgive her murderers, as I know she forgave them," Jackson said. "I never can." [6 Most Tragic Love Stories in History]

  1. Science news from NBCNews.com

    1. Climate issue heats up after superstorm

Science editor Alan Boyle's blog: The climate change issue has been virtually a non-issue during the presidential campaign ? but it's primed to take a higher profile after the elections, in part due to Hurricane Sandy's horrific aftermath.

    2. How to cope with lab-animal tragedy
    3. Elephant can speak Korean ? out loud
    4. Bulgaria claims to find Europe's oldest town

To round out a rough election, Jackson's inauguration party (open to the public) turned into a mob scene, with thousands of well-wishers crowding into the White House.

"Ladies fainted, men were seen with bloody noses, and such a scene of confusion took place as is impossible to describe," wrote Margaret Smith, a Washington socialite who attended the party.

4. Running against a corpse, 1872
In 1872, incumbent Ulysses S. Grant had an easy run for a second term ? because his opponent died before the final votes were cast.

Grant had the election in the bag even before his opponent, Horace Greeley, died, however. The incumbent won 286 electoral votes compared with Greeley's 66 after election day. But on Nov. 29, 1872, before the Electoral College votes were in, Greeley died and his electoral votes were split among other candidates. Greeley remains the only presidential candidate to die before the election was finalized.

5. The hanging chads, 2000
Democrat Al Gore beat Republican George W. Bush in the popular vote in the 2000 election, but the electoral vote was a close, and controversial, call. As election night drew to a close, New Mexico, Oregon and Florida remained too close to call.

It would be Florida that determined the winner, but not until the Supreme Court weighed in. For a month, the outcome of the election remained in recount limbo, as Gore's campaign contested the vote count in several close counties and the Florida and U.S. Supreme Courts engaged in a tug-of-war over whether to halt the recounts or extend their deadlines. Among the challenges faced by the hand counts: determining whether semi-attached scraps of paper, or "hanging chads," on punch-card ballots should count as votes.

Ultimately, on Dec. 12, the Supreme Court ruled 7-2 that a statewide recount was unconstitutional, alongside a further decision that the smaller recounts could not go forward. The decision meant the original vote counts stood, giving the election to Bush.

Member of WWII Navajo code talker unit dies at 90

Members of the elite Navajo Code Talkers, the famed U.S. Marine unit who delivered unbreakable codes during World??

A member of the famed Navajo code talkers, who used their rare and ancient language to outwit the Japanese during World War II has died, according to the president of the Navajo Nation.

George Smith died at the Gallup Indian Medical Center in New Mexico, said Navajo Nation president Ben Shelly.
Smith was 90.

"Our Navajo code talkers have been real life heroes to generations of Navajo people," Shelly said in a statement. "They have brought pride to our Navajo people in so many ways."

In honor of Smith, the Navajo Nation flag will be flown at half-staff.
Navajo code talker George Smith (Paul Natonabah/Navajo Times)
Smith was part of a Marine unit of Native Americans who created a complex and secret code based on the Navajo language. Because Navajo is a non-written language that was passed through generations, it is difficult for a non-Navajo speaker to translate, according to navajocodetalkers.org.

The words of the code, which were only committed to memory of the code talkers, were used in communications in key battles like Guadalcanal and Iwo Jima, the official site of the code talkers notes.

The Japanese never managed to crack the code, according to CNN.

The 2002 movie "Windtalkers" staring Nicolas Cage is based on the code talkers mission.

The identities of the code talkers were kept secret, even to friends and family until 1968. Now, only a handful are living, according to navajocodetalkers.org.

Smith enlisted with the Marines in 1943. He achieved the rank of Corporal while serving in World War II in the Pacific Theater. He fought in battles at Siapan, Tinian, and the Ryukyu Islands; and served in places such as Hawaii and Japan.

The code talkers and their secret code they developed saved countless lives and helped end the war.

After his service, Smith worked as a heavy equipment mechanic?with Navajo Engineering Construction Authority.

"Code talker Smith led an honorable life. He served his country, then provided for his family," Shelly said.

A day after Halloween, the gadget dissectors over at iFixit have gotten their hands on an iPad mini. Downloading apps? Watching videos? Please. That’s for fuzzy bunny amateurs. These guys are doing what they always do: going <em>Hostel</em> on some gear. Follow along!

We haven’t quite gotten to the money shot yet (we’ll update when they get there) but iFixit’s surgeons seem pretty far along already; they’ve breached the display, unearthed the (stereo, confirmed) speakers, and are now heading towards the A5 processor brains. ?So far, unsurprisingly, it looks to be not much more repairable than the big boy iPad. Which is to say, hardly at all.?

You can follow along with the rest of the process here, and we’ll update if those devils find anything surprising in the gutsy mists. [iFixit]

'Simpsons' boss Mr. Burns endorses Romney

FOX

Mr. Burns is fully backing Mitt Romney for president.

By Anna Chan, TODAY

Excellent! One percenter Mr. Charles Montgomery Burns of "The Simpsons" has announced his candidate of choice just days away from the presidential election. No surprise, the nuclear power mogul has thrown his support behind fellow businessman Mitt Romney. (As you may recall, Homer Simpson earlier cast his vote for the same guy.)

In a new "Simpsons" short released by Fox on Thursday, Mr. Burns -- with some questionable "help" from loyal right-hand man Smithers -- attempts to make the case for the former governor of Massachusetts.

"There's only one thing that might deny us the presidency that is the God-given property of the Republican party," noted Mr. Burns. Smithers' reply? Practically every Romney ... umm... problem that has surfaced so far, from the "47 percent" tape, to the empty chair, Swiss bank accounts, tax returns and more. (Fun fact: Mr. Burns has his own stack of binders full of women!)

According to the wiry old mogul, none of those things will hurt the Republican candidate. What could lose Romney the presidency, according to Mr. Burns, is "a shaggy dog story about an actual shaggy dog." ?Yes, Seamus is back. Again. And this time, he's forced to choose between the "Dada" who strapped him to the top of a moving vehicle, or President Barack Obama.

Check out Seamus' surprising choice:

A new episode of "The Simpsons" airs on Sunday, Nov. 4 at 8 p.m. on Fox.

Which election season "Simpsons" clip do you think is funnier? (Watch Homer's here.) Tell us on our Facebook page!
