GOP Protest Forces Congressional Research Service to Withdraw Tax Report

The truth will set you free. Unless, that is, you're a Republican and the subject is taxes. As the New York Times reported on Thursday, "The Congressional Research Service has withdrawn an economic report that found no correlation between top tax rates and economic growth, a central tenet of conservative economy theory, after Senate Republicans raised concerns about the paper's findings and wording."

As documented in "15 Things the GOP Doesn't Want You to Know about Taxes and the Debt," virtually every article of conservative faith on tax cuts is demonstrably false. In contrast, what the yanked CRS report had to say on the history of tax cuts, productivity, investment, economic growth and job creation was indisputably true:

Throughout the late-1940s and 1950s, the top marginal tax rate was typically above 90%; today it is 35%. Additionally, the top capital gains tax rate was 25% in the 1950s and 1960s, 35% in the 1970s; today it is 15%. The real GDP growth rate averaged 4.2% and real per capita GDP increased annually by 2.4% in the 1950s. In the 2000s, the average real GDP growth rate was 1.7% and real per capita GDP increased annually by less than 1%.

There is not conclusive evidence, however, to substantiate a clear relationship between the 65-year steady reduction in the top tax rates and economic growth. Analysis of such data suggests the reduction in the top tax rates have had little association with saving, investment, or productivity growth.

However, the top tax rate reductions appear to be associated with the increasing concentration of income at the top of the income distribution. The share of income accruing to the top 0.1% of U.S. families increased from 4.2% in 1945 to 12.3% by 2007 before falling to 9.2% due to the 2007-2009 recession. The evidence does not suggest necessarily a relationship between tax policy with regard to the top tax rates and the size of the economic pie, but there may be a relationship to how the economic pie is sliced.

As the Times reported, Republicans claim to have been irked by the report's use of such terms as "Bush tax cuts" and "tax cuts for the rich." Their real problem, of course, is with the truth.

Now, Republicans have warned for decades that that increasing tax rates on so-called "job creators" will hurt employment and slow economic growth. As it turns out, the economy grew faster and produced more jobs when upper-income tax rates were higher--even much higher--than today.

That record prompted David Leonhardt of the New York Times to ask two years "Why should we believe that extending the Bush tax cuts will provide a big lift to growth?" His answer was unambiguous:

Those tax cuts passed in 2001 amid big promises about what they would do for the economy. What followed? The decade with the slowest average annual growth since World War II. Amazingly, that statement is true even if you forget about the Great Recession and simply look at 2001-7...

Is there good evidence the tax cuts persuaded more people to join the work force (because they would be able to keep more of their income)? Not really. The labor-force participation rate fell in the years after 2001 and has never again approached its record in the year 2000.

Is there evidence that the tax cuts led to a lot of entrepreneurship and innovation? Again, no. The rate at which start-up businesses created jobs fell during the past decade.

As ThinkProgress revealed in the charts at the top, the data are clear: lower taxes for America's so called job-creators don't mean either faster economic growth or more jobs for Americans.

It's no wonder Leonhardt followed his first question with another. "I mean this as a serious question, not a rhetorical one," he asked, "Given this history, why should we believe that the Bush tax cuts were pro-growth?" Or as Mark Shields asked and answered in April:

"Do tax cuts help 'job creators' or 'robber barons'?"

As the quashed analysis by the Congressional Research Service shows, lower income and capital gains tax rates don't correlate with high economic growth. Higher income inequality is another matter:

The CRS report should have been uncontroversial. But as just the latest analysis confirming that lightly-taxed job creators don't create jobs, just as tax cuts don't pay for themselves, the nonpartisan agency simply reported the truth. And apparently, it isn't setting Republicans free.

A new firmware update is reportedly arriving on Sony Xperia TX (LT29i) units out there, with version 7.0.A.3.197 attached to it.

The update has been spotted only on Vietnamese units for the time being, and without a changelog to detail what novelties it brings along.

As XperiaBlog notes, it remains to be seen what changes Sony has in store for users with the new update when compared to firmware version 7.0.A.3.195 that the Xperia T (LT30p) runs under at the moment.

Most probably, this update was pushed out only with a series of bug fixes packed inside, along with some minor enhancements, this being the main reason for which Sony did consider it necessary to offer release notes for it.

Unfortunately, there is no info on whether the update will be released for units in other markets around the world as well, but stay tuned for more on this.

I truly believe that he had no idea what he was saying and what the actual words meant. However, he had been exposed to these words and had even witnessed many things that he never should have. Jay had been recently removed from his parents custody and sent to live with his grandfather.

Why am I telling you this? Your kids are going to school with other Jays now. He?s the little boy with behavioral problems. He?s the grade-school kiddo who french kisses girls on the bus. He?s the sexually promiscuous teenager.

It is not Jay?s fault that he was exposed to such vile things at a young age. It will take a lifetime to rewire and ?fix? his brain connections around the concept sex and what it means. And unfortunately, Jay is not alone.

There are hundreds of kids walking through my office door ? and most of them are aware of sex or at least know ?what boys and girls do.? So, it is crucial that parents start getting comfy with the notion of talking about sex with their kids. A recent article in USA Today says ?teens are even less comfortable talking about sex with their parents than parents are.?

Kids are going to learn about sex whether parents talk to them about it or not. As a professional, I believe in having kids learn about sex from their parents instead of their friends and sex education courses. With that in mind, here are some simple tips for talking to your kids about sex:

1. Establish trust. You need a relationship with the children before discussing sex. So begin building one if it hasn?t already been established.

Kids do not want to talk to people who are just going to lecture them or tell them what not to do. Spend time listening to your kids? life and what?s happening in it before you have ?the talk.?

2. Gauge maturity. The talk you have with them depends on their emotional age.?You definitely are not going to go into a detailed discussion about sexual intercourse with a kindergartner. However, you can have a chat about boundaries and private parts.

This is a necessary conversation for kids that are going out into the big world by themselves. As for teens, be prepared to talk about everything from blow jobs to anal sex because most of them are discussing these topics at school.

3. Open the door. Give them permission to come to you with any questions, comments, or thoughts.?Open the door for communication.

If your kids know that they are not going to get in trouble if they come to talk with you about a tough topic, they will be more willing to come to you with their problems. Freak out after they leave the room.

4. Make the first move. Do not expect them to make the first move. Kids do not wake up thinking, ?How can I connect to my parents today?? That?s your job.

Go to them and open the discussion with, ?Hey, I want to have the talk with you about sex. Let?s chat tonight after dinner.?

When you start the chat, ask if they have questions. Answer those questions. Then, give them facts.

Before you finish the discussion, leave the door open, ?I want you to know, you can come to me anytime with any question. I want you to have accurate information and to be safe.

5. Laugh. Expect humor to happen.?Sex is a funny topic. I still don?t understand why we?re all so weird about it. Even as adults, we make sexual comments and innuendos.

Your kids are doing this at school too. There will be joking and laughing. That?s okay! Laughter actually releases stress and will help you get through this discussion comfortably.

6. Teach limits. Teach them about self-respect and respecting others.?In a world where kids are connected to technology as infants, many mixed messages are thrown at their impressionable brains.

Discuss what is and isn?t acceptable in relationships. For example, ?It?s okay for a guy who likes you to flirt with you. It?s not okay for a guy to call you a slut or comment about your breasts.? ?The talk? is just as much about the relationship with ourselves as it is about having a sexual relationship with someone else.

You can handle this! You made it through and your kids need your support to make it through too.

    France?s governing Socialist Party hit back hard at the Church on Sunday for campaigning against its plan to legalize same-sex marriage, heralding a bruising debate over the issue.

    Paris Cardinal Andre Vingt-Trois spoke against the proposed law on Saturday and encouraged Catholics to write to their elected officials and take to the streets in protest against the reform due to be voted on by mid-2013.

    Opinion polls show that backing for the plan, a campaign promise by President Francois Hollande, has slipped several points since leaders of France?s main religions began speaking out against it and now stands at just under 60 percent.

    The government is due to present the draft text of the law to the cabinet on Wednesday.

    ?I?m shocked by this attitude which I think is a kind of return to a fundamentalism that I find problematic,? Jean-Marie Le Guen, Socialist senator from Paris, said of Vingt-Trois?s speech to bishops in the pilgrimage town of Lourdes.

    Party spokesman David Assouline said it was not the Church?s role ?to oppose the will of the legislature, especially concerning civil marriage in a secular republic.?

    In his Lourdes speech, Vingt-Trois, who is head of the bishops? conference, said legalizing same-sex marriage would profoundly affect the equilibrium of French society and harm children who would grow up without a father and a mother.

    ?It will not be ?marriage for all?,? he said, citing the slogan of campaign for gay matrimony, ?it will be the marriage of a few imposed on all?.

    With can-do stance on marathon, Bloomberg misreads NYC

    NEW YORK (AP) ? Mayor Michael Bloomberg tried to sell the New York City Marathon as a symbolic victory for the city after a devastating storm, invoking two of the biggest symbols of them all ? Rudy Giuliani and 9/11.

    The former mayor, Bloomberg said, made the right decision by holding the marathon less than two months after the 2001 terror attacks: "It pulled people together, and we have to find some ways to express ourselves and show our solidarity with each other."

    Then, he kept talking.

    "You have to keep going and doing things, and you can grieve, you can cry and you can laugh all at the same time," he said.

    And once again, the city cringed, hearing another false note that renewed familiar criticism that New York's billionaire businessman mayor is tone-deaf to suffering during a crisis. By the time Bloomberg changed course three hours later Friday and called off the world's largest marathon, he already had offended a passel of flood-weary New Yorkers.

    "He is clueless without a paddle to the reality of what everyone else is dealing with," fumed Joan Wacks, whose waterfront condo in Staten Island was under 4 feet of water. "He's supposed to be the mayor of all the city, but he's really the mayor of Manhattan."

    It was a rare reversal for Bloomberg, who's known for sticking by his decisions, however unpopular. He's built a reputation for being an efficient, independent-minded pragmatist in office, a philanthropist and public health innovator, and he has gotten praise for the city's preparedness for the storm.

    But at times, people say he lacks empathy for the people he leads.

    There was the post-Christmas blizzard that dumped 2 feet of snow on the city in 2010, when the mayor raised hackles by encouraging New Yorkers to enjoy the snow or see a Broadway show to help the city's economy. Residents said the mayor failed to appreciate the outer-borough New Yorkers stranded by snow drifts that hadn't been plowed, unable and without the money to go to the theater.

    There was a long-running feud about Sept. 11 victims' remains that were recovered in downtown Manhattan five years after the attacks. A victim's family member, Diane Horning, said then that the mayor indicated he didn't identify with families wanting their loved ones' remains because he wanted to donate his body to science.

    Bloomberg was branded an out-of-touch, big-business cheerleader when he said Con Edison's chairman "deserves a thanks from this city" amid a 10-day blackout that affected 174,000 people in parts of Queens in July 2006.

    "Going after the CEO just because somebody wants to have somebody to blame doesn't make a lot of sense," Bloomberg said as the outage was in its eighth sweltering day. The remark raised eyebrows, even among the politicians standing behind the mayor at a news briefing.

    All this week, the mayor kept returning to economics when defending his decision to keep the marathon going. Officials said the marathon brings in $340 million; it was unclear how much the city still stands to get from the thousands of runners already in town.

    "For those who were lost," he said earlier this week, "you've got to believe they would want us to have an economy and have a city go on."

    In his first comments since canceling the race, Bloomberg said Saturday that he believed it could have gone on but the controversy had become a distraction.

    "I still think that we had the resources to do both," Bloomberg told WCBS-TV during a visit to Queens. "There are lots of people in this city - some hurt, some not. It's a big part of our economy."

    "But it was just becoming so divisive that whether it's a good idea or not, we just don't need the distraction."

    To the people who came from all over the world for the race, Bloomberg said he would tell them: "I'm sorry. I fought the battle, and sometimes things don't work out."

    As the mayor was speaking, he was met by catcalls from Queens residents angry about the city's response to the storm.

    Before Friday's cancellation, Bloomberg had faced criticism from everyone from sanitation workers unhappy that they had volunteered to help storm victims but were assigned to the race, to police union leaders, to the Manhattan borough president to his ally, City Council Speaker Christine Quinn.

    Melanie Bright, who went three days without electricity and hot water, said the mayor didn't get it. "He feels like we should carry on with our lives, even though people have lost everything," she said.

    In a sign of how swiftly the tide turned, City Hall told local officials well into midafternoon Friday that the race was on, according to a person familiar with the situation, speaking on condition of anonymity to discuss behind-the-scenes conversations.

    Ultimately, though, Bloomberg relented and canceled the event.

    "We cannot allow a controversy over an athletic event ? even one as meaningful as this ? to distract attention away from all the critically important work that is being done to recover from the storm," he said.

    The decision quickly drew praise from some of the same officials who had slammed the marathon schedule hours earlier. The mayor made a "sensitive and prudent decision that will allow the attention of this city to remain focused on its recovery," said Manhattan Borough President Scott Stringer.

    But for Eddie Kleydman, motioning toward huge piles of ruined furniture in his Staten Island street, the mayor's last-minute change of heart wasn't enough.

    "He's worried about the marathon. I'm worried about getting power," Kleydman said. "So he called it off. He has to come here and help us clean."

    Are Google And Microsoft Really Planning To Offer Nationwide Free Wi-Fi?

    This is only an industry rumour mind, and it?s only for the UK, but there is talk that either or both Microsoft and Google are planning to offer nationwide free Wi Fi. The technological trick to this being the use of ?white space?, the gaps between other parts of the spectrum. One description of it is here:

    White Space exists because the frequency being broadcast TV in, say, London can?t be used in, say, Oxford, as the huge London transmitter would interfere, but on the far side of the Oxford transmitter the London frequency is empty ? white ? and can therefore be used for other applications without impacting the TV reception.

    The problem of course being that different parts of the country will have different parts of the spectrum available in this way. So it can?t be used to broadcast anything but it can be used for much more local matters. As long as there is one more piece of the puzzle:

    White Space devices utilise spare frequencies not being used locally for TV transmissions; those bands would interfere with neighbouring transmitters if used for TV broadcasting but can be used for short-range radio links ? taking advantage of the building penetration and range the frequencies permit.

    When White Spaces were first mooted, the idea was for devices to detect and avoid existing transmissions, but it turns out that?s both impossible and impractical (despite the best efforts of both Google and Microsoft), so devices are now required to call up a national database to get a list of locally available bands.

    Which is pretty clever really. But it?s in the economics of this that it?s really clever. Spectrum is, of course, a limited resource. This is why the telecoms companies and TV broadcasters are willing to pay such vast sums of money for access to and ownership of it. However, this white space isn?t usable by either of them. But it is usable by something like a Wi-Fi service. Given that it doesn?t have the great big money making uses it?s obviously cheaper than those other slices of spectrum. Indeed, it?s thought and assumed that it will be free as long as devices do indeed contact that central database and tune in to what they?re allowed to use.

    Which is where Google and or Microsoft come in:

    Google and Microsoft are locked in a battle for Britain?s airwaves, prompting speculation that they are planning to build free wi-fi internet capability into their mobile handsets.

    Free Wi-Fi? That would be something of a selling point for either smartphones or tablets, wouldn?t it? Free, national, Wi-Fi?

    The details of Google and Microsoft?s plans are not known, but telecoms analysts said the latter could be eyeing the white spaces as a way of building free, automatic wi-fi access into Nokia?s new generation of Windows smartphones.

    Meanwhile Google could use the white spaces as a way of offering free wi-fi services to customers with phones powered by its Android operating system, as well as to other members of the public.

    It would be something of a competitive advantage really. You?d rather be able to save on the data charges from the telecoms company after all. My only thought is that one country alone isn?t likely to be enough to change hardware designs (if that is even necessary). But as I understand it they?re looking at the same idea in the US: which is big enough to swing hardware designs all on its own.
