(AP) ? Fuel shortages and distribution delays that led to gasoline hoarding have prompted New York City and Long Island to put into place an even-odd gas rationing plan to begin Friday at 6 a.m. in New York City and at 5 a.m. on Long Island.

The temporary plan means that gasoline will be available to drivers with license plate numbers ending in an odd number or a letter on odd-number dates beginning Nov. 9, Friday. Saturday, Nov. 10, will begin even-number dates for drivers with plate numbers ending in an even number or zero.

Police will be at gas stations to enforce the new system.

"It'll be bad. How am I going to get my jobs done?" said Parris Hancock, a driver for a Manhattan catering company who makes deliveries from morning to night. "I'll have to get up at 4 a.m. and just keep going back for gas and waiting in long lines."

City and county officials, however, say something had to be done about the problem that is worsening for gas stations and for people stranded at home because of too little gas.

"This is designed to let everybody have a fair chance, so the lines aren't too oppressive and that we can get through this," said New York City Mayor Michael Bloomberg.

Commercial vehicles, taxis and limousine fleets or emergency vehicles are exempt. People carrying portable gas cans are also exempt. Vanity plates that don't have numbers are considered odd-numbered plates. Out-of-state drivers are also subject to the system.

"Whatever they can do to improve the situation, I'm in favor of," said yellow-cab driver Clee Walsh, as he drove into a BP station on West 36th Street only to discover that it had no gas.

Bloomberg said the system has worked well in New Jersey where lines went from a two-hour wait to 45 minutes.

"The gasoline shortages ... remain a real problem for drivers in our region," Bloomberg said, adding that only a quarter of New York City stations are open. "We have to do something. This is practical and enforceable and a lot better than doing nothing."

The mayor said he expects shortages to continue for possibly another couple of weeks.

"It's more pressure on us," said gas station owner Ash Gaied. "They yell. They curse. You wouldn't believe it."

Gaied said one gas delivery lasts the station about seven hours, then he has to wait up to a full day for another one. He was answering a steady stream of phone calls at dusk Thursday from people running on empty.

"Yes, sir, we have gas," he told one caller. "No, I don't know how long the wait is."

The system was designed to be regional to avoid a rush across municipal lines for gas.

"This temporary fuel policy will ease the challenges residents of the bi-county region are experiencing in the aftermath of the storm," Suffolk County Executive Steven Bellone said. "Our citizens travel between Nassau and Suffolk without regard to county borders and it only makes sense that we adopt a regional solution."

Gov. Andrew Cuomo had been meeting with the mayor and Suffolk and Nassau counties executives to coordinate several new responses to the continue recovery from Superstorm Sandy that hit Oct. 29.

"It's important that we stay coordinated because we don't want one county's plan impacting on another county," Cuomo said earlier Thursday. "I'm not going to allow any one of them to do something that compromises a neighborhood because we're all neighbors."

Gas distribution among motorists continued to be a problem Thursday, partly because of hoarding. Also, power outages on Long Island partly from Thursday's nor'easter left some gas stations with gasoline in their tanks, but no power to activate pumps.

"The system is coming together slowly," Cuomo said at a press conference, adding that he understands the panic for gas, evidenced by the long lines in New York City.

Rockland, Orange and Westchester counties decided not to adopt the system at this time.

"We have to do something, and this is something that is practical and enforceable and understandable, and doing something is a lot better than doing nothing," Bloomberg said.

President Vladimir Putin reaffirmed Russia?s commitment to tolerance and open societies during a meeting in Moscow with Israeli President Shimon Peres.

Though Russia and Israel disagree on several issues, the two nations share an avowed dedication to battling extremism ? their mutual histories overlap during one of the bloodiest chapters of human history.

Putin told Peres that while Russia is not totally free from anti-Semitic extremism, the country will never forget the darkest moment in the history of the Jewish people.

?We will not forget the losses that the Jewish people suffered in fighting Nazism, nor will we ever forget the Holocaust,? Putin said.

An estimated 27 million Russian soldiers and civilians died in World War II, and six million Jews were killed in Nazi concentration camps.

Peres pointed to the lesson of World War II, when the United States and the Soviet Union put aside ideological differences and engaged to defeat Nazi Germany.

"It would have been impossible to defeat Nazism without interaction between the United States and the Soviet Union,? Peres said. ?If they saved [the world] from Hitler then, now these two countries should join forces to save nations from a new Hitler.?

The Israeli President also lauded Russia as the place where ?the State of Israel was born.? The majority of the founders of modern Israel came from Russia, Peres said, adding that the population of Israel includes some 1.2 million immigrants from former Soviet nations.

"Thank you to the Russian people from the Jewish people, thank you for something that has been done for centuries," he said.

Peres attended the opening of Moscow?s Jewish Museum of Tolerance, the largest of its kind in Europe. The Russian president said the building represented Russia?s dedication to ?eliminating xenophobia and nationalism.?

Putin closed his speech by saluting the recent creation in Israel of a monument honoring Red Army soldiers.

?Any decent and honest person must be thankful to Russia and honor the Red Army, which demonstrated unheard-of courage in what was an extremely hard period,? the Israeli President said.

(AP) ? The top Democrat in Congress called Wednesday for a quick solution to Washington's "fiscal cliff" in an upcoming post-election session of Congress.

At the same time, Senate Majority Leader Harry Reid said that asking wealthier people to pay higher taxes needs to be part of any solution to the government's budget woes.

The Nevada Democrat told reporters in Washington he's "not for kicking the can down the road" and that any solution should include higher taxes on "the richest of the rich."

The fiscal cliff refers to the one-two punch of expiring Bush-era tax cuts and across-the-board spending cuts to the Pentagon and domestic programs that could total $800 billion next year, based on Congressional Budget Office estimates.

It's is the most immediate item confronting President Barack Obama and a divided Congress in a post-election lame duck session. Economists say it threatens to push the economy back into recession if Obama and Republicans can't forge a deal to prevent it.

"The vast majority of the American people ? rich, poor, everybody agrees ? the richest of the rich have to help a little bit," Reid said.

A Congressional Budget Office study in May estimated that the fiscal cliff would force tax hikes and spending cuts totaling over $600 billion in the first nine months of next year ? or perhaps $800 billion or so over the entire year if allowed to stay in effect.

The fiscal cliff includes:

?The expiration of Bush-era tax cuts on income, investments, married couples and families with children and inheritances.

?A $55 billion, 9 percent cut to the Pentagon next year and another $55 billion in cuts to domestic programs, including a 2 percent cut to Medicare providers.

?The expiration of unemployment benefits for the long-term jobless and a sharp cut in reimbursements for doctors participating in Medicare.

?The expiration of Obama's temporary 2 percentage point cut in payroll taxes.

?The imposition of the alternative minimum tax on some 26 million households, which would raise their taxes by an average of $3,700.

Some Democrats have called on Obama to propose renewing the payroll tax cut but he has not taken a position.

The election victory has given Obama new leverage in the upcoming showdown with House Republicans controlling over fiscal issues.

But a rejuvenated Obama still confronts a re-elected House GOP majority that stands in powerful opposition to his promise to raise tax rates on upper-bracket earners, although House Speaker John Boehner, R-Ohio, has left the door open for other forms of new revenue as part of a deal to tackle the spiraling national debt.

"The American people have also made clear that there is no mandate for raising tax rates," Boehner said Tuesday night. "What Americans want are solutions that will ease the burden on small businesses, bring jobs home, and let our economy grow. We stand ready to work with any willing partner ? Republican, Democrat, or otherwise ? who shares a commitment to getting these things done."

The Ohio Republican is scheduled to address the issue Wednesday afternoon.

There are numerous factors under consideration in the upcoming negotiations. Given the time crunch, it's most likely that lawmakers and Obama would seek to forge a deal setting the parameters of tax revenue increases and spending cuts to programs like Medicare and farm subsidies and then require Congress to fill in the blanks next year.

Reid also said he anticipates addressing the need to increase the government's borrowing cap early next year and not in the post-election session of Congress.

Unlike Nokia, all of HTC's Windows Phone effort in the US this fall has been centered on the high-end, through the Windows Phone 8X. That makes the FCC appearance of its budget cousin, the 8S, borderline cruel for American fans of HTC's hyper-colorized design.
