Recent reforms to the scheme will increase the normal retirement age from age 65 to 67 by January 2018. The maximum pension under NIS is 60 per cent of average insurable earnings in the last five years of retirement. The scheme operates under a partially funded pay-as-you-go basis, where current contributors pay for the existing benefits of pensioners.

On the other hand, it is estimated that employer sponsored pension plans cover only 40 per cent of members of the Barbados workforce. That means that there is a staggering 60 per cent of the workforce that is relying almost entirely on the NIS to provide it with a sustainable retirement income. It is my contention that Barbadians should not rely exclusively on NIS or on the current level of benefits being promised by the NIS for the following reasons:

  1. The current level of benefits is limited as stated above. This becomes ever more glaring for those workers who earn in excess of the maximum insurable earnings when they retire. For example, a person retiring on a salary of $6,000.00 per month will receive a pension from NIS of approximately 37 per cent of retiring salary; while one retiring on a $12,000.00 per month salary will receive a pension from NIS of approximately 16 per cent.
  2. The demographics of the Barbados society are showing similar patterns to those exhibited by developed countries ? the ?old age crisis? phenomenon. Decreasing fertility rates means that the ratio of NIS contributors aged 16-64 to pensioners aged 65 and over is expected to decrease from 5.4 in 2005 to 1.7 in 2068. Also compounding the problem is the increased longevity expected of pensioners who have reached the age of 65. These factors, combined with lower than average investment returns, means that future benefits may have to be reduced.

The above issues are also having a harmful impact on the pensions from private employer sponsored pension plans. The ?good old days? of having indexed pensions from Defined Benefit plans where the employer has the responsibility of ensuring that there are sufficient assets in the pension fund to pay guaranteed pensions are fast disappearing and are being replaced by Defined Contribution plans. In these schemes, fixed contributions by both employee and employer are invested and the pension, good bad or indifferent, is based on whatever the individual?s fund can purchase. Basically, the members in these schemes are now bearing all the investment and longevity risks previously handled by employers through Defined Benefit plans.

Another risk faced by retirees is inflation, which can be crippling on a pensioner on a fixed income for life. The decreased purchasing power can severely reduce his/her standard of living. In Barbados, during the period 2000 to 2012, inflation has caused a 47 per cent reduction in the purchasing power of your money. This factor, coupled with low single digit returns, presents a daunting expectation for members who are about to retire.

Retirement can also bring medical issues where treatment has become increasingly more expensive due to advances in medical technology. Without a sufficient pension and/or additional savings, pensioners can face severe financial hardships in meeting these costs.

So, with all these financial and medical uncertainties swirling around, how do you build a secure financial nest egg which allows you to live comfortably in retirement and possibly allow you to leave a financial legacy to your loved ones? I am afraid that there is no magical formula other than to:

  1. Realise that NIS will not provide you with any guaranteed pension that is sufficient to cover your expenses during your retirement.
  2. Accept that you have the responsibility to make the necessary provisions to secure an adequate pension, through participation in any employer sponsored pension plans and savings in other instruments like Registered Retirement Savings Plans. Remember, you have the added benefit in that these contributions are tax deductible up to certain limits.
  3. Start as early as you can with regular payments, increasing these over time. The more you invest today, the more you have available for distribution at retirement.
  4. Diversify your investments to reduce the amount of risk.
  5. Remember to factor in inflation during your calculations as to how much you need to save and earn to guarantee your stated retirement goal.

And above all, remember, ?Hope is not a strategy.?

(AP) ? Miami officials said Monday that the university is making what it called an "unprecedented decision" to self-impose a postseason ban for the second straight year, ending any chance of the Hurricanes playing in either the Atlantic Coast Conference championship game or a bowl.

Just like last year, Miami's decision was made with regard to the status of the ongoing NCAA investigation into the school's compliance practices. The inquiry began in 2011 after a former booster went public with allegations that he provided dozens of athletes and recruits with extra benefits such as cash and gifts.

By sitting out again, Miami ? which still has not been presented with its notice of allegations from the NCAA ? is hoping to lessen the hit of any looming sanctions that could be handed down when the investigation ends. Schools often self-impose penalties with hope that the NCAA takes those measures into account when doling out punishment.

Miami clearly hopes that a pair of postseason bans, especially when the Hurricanes still had a chance at a Bowl Championship Series berth this year, helps its cause with the NCAA. Whenever the process ends, sanctions against the football and men's basketball programs are expected, with penalties likely to include probation terms and scholarship reductions.

The university said interim athletic director Blake James informed the team of the decision Monday morning. University President Donna Shalala and the school's legal counsel were also involved in the decision.

"Considerable deliberation and discussion based on the status of the NCAA inquiry went into the decision-making process and, while acknowledging the impact that the decision will have on current student-athletes, coaches, alumni and fans, a determination was made that voluntarily withholding the football team from a second postseason was not only a prudent step for the University to take but will also allow for the football program and University to move forward in the most expedited manner possible," said the university's statement.

It continued, "The University and President Shalala have been clear from the start of the inquiry that Miami will cooperate fully and will seek the truth, no matter where the path might lead and that the institution will be stronger because of it. The University has already taken proactive measures to ensure more strict compliance with NCAA rules and continues to evaluate further steps."

On Saturday, after the Hurricanes (6-5) became bowl-eligible with a 40-9 win over South Florida, Miami coach Al Golden raved about how his team handled what has seemed like a never-ending amount of adversity.

"Come at me. Bury me all you want. Attack me all you want," Golden said. "These kids who have stuck it out, who have stayed here, who have never gotten one week in two years without hearing about all this nonsense, don't blame them. And I appreciate all those kids that not only stayed here, but those guys that answered the bell, that answered the call to come here and fix this. And we will get it fixed."

It's the first time since the 1981 and 1982 seasons that Miami will go consecutive years without a bowl trip. In 1983, the Hurricanes won the school's first of five national championships.

Schools that do not self-impose things like bowl bans when facing NCAA investigations often regret that decision. Most recently, Ohio State ? still unbeaten ? chose not to ban itself from a bowl last season, before the NCAA handed down punishments for the memorabilia-for-tattoos scandal. Instead of being in the mix for a BCS berth, and possibly a shot at the national title, the Buckeyes' season will end this weekend.

Miami's move, which was not unexpected, denies Miami the chance of playing in its first ACC title game ? the Hurricanes almost certainly would have gotten there if they beat Duke ? and also ends any chance that the team finishes its season playing what would amount to a home game at Sun Life Stadium, the site of the Orange Bowl.

The ACC champion goes to the Orange Bowl, and Miami's decision effectively ends the Coastal race. Georgia Tech will play Atlantic Division winner Florida State in Charlotte, N.C., on Dec. 1 for the conference title and automatic BCS spot.

Miami, however, still has a championship game of sorts waiting. If the Hurricanes beat Duke, they will finish tied for first in the Coastal. And for a program that's has been starting over in many respects, that alone would provide a boost heading into 2013.

"It's critical," Golden said. "It's critical for our seniors, for them to have weathered what they will have weathered and be able to have an opportunity to go out like that. And if you just look at it all the way down the line, if you're a freshman and you're playing for that your freshman year, now you become accustomed. You changed the culture. They start to understand what it means."

"I've never been in a kids' home recruiting where I didn't have to answer those questions," Golden said. "And I can't wait for that day. I thank the parents and the players that stayed here to fight through this."

Miami's decision will add to the ACC's bowl dilemma this season.

The ACC has affiliations with eight bowl games, but this year, it will be unable to fill those spots. North Carolina is ineligible because of NCAA sanctions, Miami is choosing to be ineligible, and Maryland, Boston College and Virginia have already lost too many games to be bowl-qualified ? so at most, seven teams will be going to the postseason. Wake Forest (5-6) and Virginia Tech (5-6) could merit bowl invitations if they win this coming weekend.

The ACC pools its bowl revenue and shares it among all 12 of its member schools, but it's unclear how that process will be affected ? if at all ? since the league will not receive payouts from the usual number of postseason matchups.

White-collar criminals evading the taxman are far less likely to go to jail than blue-collar fraudsters, new research shows.

The unequal treatment of rich and poor will now be further investigated by a Marsden Fund grant recipient, who says tax cheats are costing the country billions more than welfare cons but rarely see the inside of a cell.

"They have the same victim - the government and society - yet one is punished much more harshly than the other," said tax lecturer Dr Lisa Marriott of Victoria University. "The study does indicate there is a fairly serious problem there."

In her pilot study examining three years of tax evasion compared to welfare fraud in New Zealand, Marriott found that welfare fraud was significantly more likely to be prosecuted than tax crime.

This was despite huge differences in scale.

In 2010 alone, tax evaders cheated the country of between $1 billion and $6b, while welfare fraud cost $39 million.

The average offending for welfare fraudsters was $70,000, and those found guilty had a 60 per cent chance of being jailed.

For tax evaders the average was $270,000, but those found guilty had only a 22 per cent chance of being jailed.

The cases were barely comparable. For example, a welfare fraudster who stole $148,000 - at the upper end of the scale - received 18 months in prison. Meanwhile, a tax cheat who failed to pay $222,000 in tax - at the lower end of the prosecution scale - got eight months' home detention and 250 hours' community service.

Marriott said the reasons for the differences in sentencing were not obvious.

"The sentences are intended to reflect society's views. And it seems we take a dimmer view of people on welfare - even the language is more punitive," she said.

Marriott found that attitudes towards tax evasion were indulgent, even occasionally admiring, while beneficiaries were considered "scroungers or cheats".

Auckland Action Against Poverty spokeswoman Sarah Thompson said that perception needed to change. "We have a cult of prejudice against beneficiaries. This research shows not only is that belief unfounded, but it's wrong. Tax evaders are ripping off the country to a much greater extent than beneficiaries are."

Auckland law professor Bill Hodge said the legal discrepancies could have evolved because of the complexities in tax law compared to the "black and white" welfare law.

"There's greater clarity [with welfare fraud] because of the amount of paperwork beneficiaries are required to fill out," Hodge said.

"Whereas the spectrum of tax minimisation to evasion, which is unlawful, has a lot of grey areas."

Marriott will further investigate sentences for fraudsters and the reasons behind them to complete her study, called The Colour of Crime: Investigation of attitudes towards blue and white-collar offending. She received $345,000 from the Marsden Fund to carry out the work.
