Colombia, FARC rebels seek to end long conflict

HAVANA (Reuters) - Colombia and the Marxist FARC rebels will sit down in Havana on Monday for their first peace talks in 10 years in the latest attempt to end Latin America's longest-running insurgency.

The conflict has dragged on for nearly half a century, taken tens of thousands of lives, displaced millions of people and proven intractable in three previous peace processes.

But both the Colombian government and the FARC, or Revolutionary Armed Forces of Colombia, have expressed optimism that this time might be different.

Government and FARC negotiators will meet in Havana's main convention center in a part of town called Cubanacan, which is lined with palatial homes that once belonged to the elite, virtually all of whom fled Cuba after the 1959 revolution. It is now home mostly to foreign diplomats.

Colombian President Juan Manuel Santos wants an agreement within nine months, but the two sides face plenty of thorny issues in their five-point agenda. It will begin with rural development, then move on to include such topics as the political and legal future of the rebels, a definitive end to the conflict, the problem of drug trafficking and compensation for war victims.

"We hope, as also hope the majority of Colombians, that the FARC shows that they think this is the moment for the force of ideas and not the force of bullets," lead government negotiator Humberto de la Calle said as he left Bogota for Havana on Sunday.

The conflict dates back to 1964 when the FARC was formed as a communist agrarian movement intent on overturning Colombia's long history of social inequality.

The group has been weakened by a U.S.-backed military offensive begun in 2002 that reduced its numbers to about 8,000 and forced them into remote mountain and jungle strongholds.

But the rebels still have the strength to launch attacks that Santos wants ended so the country can grow its economy, which has been boosted in recent years by oil and mining operations, much of it in areas where the FARC has a strong presence.

The FARC has sustained itself by cocaine trafficking, kidnapping, ransom and "war taxes" in territory it controls.

Its leaders deny involvement in the drug trade and renounced kidnappings earlier this year, but the United States and European Union consider the group a terrorist organization.

Ivan Marquez, a member of the FARC's secretariat, will lead a delegation of about 30 people at the talks, which were formally begun last month in Norway.

Norway is a guarantor of the process, along with Cuba.

Officials want the talks held in the strictest possible secrecy, which is likely the reason they are in Cuba, where the government is expert at keeping information close to the vest and the press at bay.

Venezuela and Chile also will have representatives at the talks.

U.S. says KBR boosted cost of trailers for troops in Iraq

(Reuters) - The U.S. Justice Department said on Monday that it had sued KBR Inc, accusing the company and a Kuwaiti subcontractor of improperly charging the federal government for the costs of delivering and installing trailers for troops in Iraq.

The filing of the lawsuit came days after the Justice Department dropped a similar but unrelated case over KBR's costs for private armed security in Iraq.

Filed in the U.S. District Court in Rock Island, Illinois, the latest lawsuit alleges that KBR-hired subcontractor First Kuwaiti Trading Co inflated its crane, truck and driver costs and misrepresented delays on the installation of more than 2,250 trailers.

KBR provided many services to the U.S. government under a logistical support contract through subcontractors like First Kuwaiti.

First Kuwaiti's subcontract, awarded in 2003, had been for $80 million. The government said KBR later agreed to pay First Kuwaiti an extra $48.8 million after the subcontractor in 2004 submitted two claims contending government-caused delays in providing military escorts entitled it to extra money.

The lawsuit said KBR charged the government for the inflated costs despite knowing they were false. KBR knew First Kuwaiti "could not be trusted," the lawsuit said.

The complaint also said KBR quality assurance personnel had recommended permanently disqualifying First Kuwaiti from receiving any contracts for providing the army trailers two months before the subcontract was awarded.

In July 2004, a KBR representative said claims by First Kuwaiti's founder under other subcontracts "absolute highway robbery," the complaint said.

"The facts alleged in the complaint indicate that KBR and First Kuwaiti did not provide an honest accounting," said Jim Lewis, U.S. Attorney for the Central District of Illinois.

KBR said in a statement it had not seen the latest complaint, but that it believed the government's claims are "baseless and without merit."

"KBR has faithfully supported American troops in Iraq and has performed its work in support of the army with professionalism and in full compliance with its contract and the law," it said.

First Kuwaiti, based in Kuwait City, Kuwait, also goes by First Kuwaiti General Trading & Contracting Co, according to the complaint. A website for the company says it was founded in 1996 by businessman Wadih Al-Absi and employs more than 600 engineers and 15,000 staff members.

Rock Island was the location of an earlier criminal lawsuit against a former KBR employee, Anthony Martin, who pleaded guilty in July 2007 to participating in a kick-back scheme.

Monday's complaint refers to Martin's case and said that the kickback scheme was with Al-Absi. Martin received $10,000 and was promised another $190,000 to award First Kuwaiti subcontracts for trucks and trailers, the lawsuit said.

A representative for First Kuwaiti did not respond to an email seeking comment. A lawyer for Martin did not respond to a call and an email seeking comment.

Monday's lawsuit came after KBR last week welcomed the dismissal of an earlier lawsuit filed in U.S. District Court in Washington by the Justice Department in 2010.

The government gave no reason for dropping that case. It did so without prejudice, giving it the ability to refile the case at a later date.

Both lawsuits were under the False Claims Act, which allows the United States to recoup funds when companies overbill the government.

The statute allows the government to sue for three times its damages and assess civil penalties of $5,500 to $11,000 per false claim.

This weekend brings us the return of the famous Leonid meteor shower, a meteor display that has brought great anticipation and excitement to night sky watchers around the world.

The Leonid meteors are debris shed into space by the comet Tempel-Tuttle, which swings through the inner solar system at intervals of 33 years. With each visit the comet leaves behind a trail of dust in its wake. Much of the comet?s old dusty trails litter the mid-November part of Earth?s orbit and the Earth glides through this debris zone every year.?

Occasionally, Earth passes directly through an unusually concentrated dust trail, or filament, which can spark a meteor storm resulting in thousands of meteors per hour. That?s what happened in 1999, 2001 and 2002.? Since the Tempel-Tuttle comet passed the sun in 1998, it was in those years immediately following its passage that the Leonids put on their best show.?

But now, the comet and its dense trails of dust have all receded far outside Earth's orbit and back into the outer regions of the solar system. So odds are that there is little, if any chance of any unusual meteor activity. [Photographer Spots Early Leonid Meteors (Video)]

Peak times to see the Leonids

In the 2012 Observer?s Handbook of the Royal Astronomical Society of Canada, meteor experts Margaret Campbell-Brown and Peter Brown, indicate that this year?s peak activity should occur on Saturday morning, Nov. 17, at about 3 a.m. ET (0800 GMT). This is the moment when the Earth will be passing closest to the orbit of the long-departed comet, and when our planet seemingly is most likely to encounter some residual comet material. But while Leonid rates are unpredictable, it is unlikely that more than 10 to 20 meteors per hour may be seen this year.

Other meteor researchers, however, such as Jeremie Vaubaillon of France, and ?Mikhail Maslovof Russia have examined Leonid prospects for this year and also suggest watching for some meteor activity three days later, on Tuesday morning, Nov. 20.?

For example: Sometime around 1 a.m. EST (0600 GMT), the Earth may interact with material that was shed by comet Tempel-Tuttle back in the year 1400. But at best, only about 15 to20 Leonids per hour may be seen.?

?The perception among the public, I believe, is that with the defeat of Proposition 3 in the election, we removed the online learning requirements,? noted Tom Luna, member of the board and the state superintendent of public instruction, as he spoke to fellow board members at the meeting.

Last week, IdahoReporter.com reported that Proposition 3 provided funding and resources to enable local schools to comply with the online course requirement and, despite Proposition 3?s defeat with voters, the online course requirement remained in place.

Luna said that language on the statewide ballot made reference to the online coursework requirement, which, in his view, added to the confusion among the electorate. ?Many people, I suspect, thought they were voting against online coursework altogether,? he told his fellow board members, and he then proposed that the requirement be repealed, and that a new process be put in place to determine an online course requirement for the future.

?It?s important that students learn this,? board member Rod Lewis, Boise, stated in the meeting. ?If you really look at what?s happening in post-secondary institutions and the change that is occurring there, I think it is going to be increasingly important that we have students at the end of the day know how to take classes online effectively.?

?I?m concerned that we might be swinging from one extreme to another,? said Don Soltman, Twin Lakes, vice president of the board. ?We established this (online learning) requirement for a very good reason. I understand why Tom (Luna) has proposed the change, but if we make this change, we need to reinstate a new online learning requirement and do it rapidly.?

While each of the board members who spoke on the issue insisted that having an online course requirement is imperative, only one board member voted against the measure to repeal the requirement.

?My biggest concern is that if we do not go forward with the online requirement, and we spend a year deciding whether we?re going to have it or how we?re going to have it, and we all end up wanting it in the end anyway, we?ve just lost another year,? said Emma Atchley, Ashton, the lone board member to oppose the change. ?That would amount to another year of lost progress.?

Last week, IdahoReporter.com reported that several Idaho school districts were planning to retain their online course requirements, despite the outcome of the election.

?We must realize that through all of this, a lot more students across the state have begun learning online because we set these requirements for local districts,? Luna said to his fellow board members. ?We need to get new requirements reinstated, so opportunities for students don?t begin to shrink.?

Citi on track to cut 300 sales and trading jobs in 2012: WSJ

(Reuters) - Citigroup Inc is on track to cut 300 sales and trading jobs globally this year, as part of its plan to streamline its banking operations, the Wall Street Journal reported, citing people briefed on the process.

The sales and trading unit of the bank employs about 17,000 people, the Journal said. (http://link.reuters.com/kyz93t)

A Citigroup spokeswoman declined to comment specifically on the latest round of cuts but said the company had "been making targeted headcount reductions throughout the year in certain businesses and functions across Citi as part of our efforts to control expenses during the current environment", the Journal said.

U.S. banks have resorted to measures like jobs cuts and shutting down of branches amid lower mortgage rates and pressure from government agencies to buy back bad loans made during housing boom of the previous decade before the financial crisis erupted in 2008.

Reuters could not immediately reach Citi for comment.

Gmail now has support for Cherokee language, adds virtual keyboard as well

DNP Gmail now supports Cherokee language

Gmail didn't become one of the world's most popular email services with just one language; indeed, it supports 56 languages, ranging from Simplified Chinese to Hebrew. As of today, however, that list has grown to 57. The Cherokee, or "jaw la gee" language, has just been added to Gmail after Google Web Search incorporated it back in March 2011. The Mountain View company is not the first to do this -- Apple did it with the iPhone and iPad back in 2010 -- but email is a relatively new frontier. It apparently started after a Google engineer found himself in a car with a member of the Cherokee Nation and was persuaded by the need to encourage younger Cherokee generations to learn their native tongue.

After some collaboration with Durbin Feeling -- the author of the Cherokee-English Dictionary -- they found Cherokee terms for relatively modern words like "inbox," "sign in" and amusingly, "spam." They also added a Cherokee virtual keyboard (which joins more than 100 other keyboards in the system) so that Cherokee youth can use the language to communicate with each other. As much as we applaud the service, we do lament that even the Cherokee Nation won't be safe from Nigerian prince scams, fake Neiman-Marcus cookie tales and terrible jokes forwarded by their mothers.
