Suffolk, Va. ? It was a special delivery in Suffolk on Wednesday afternoon as a tractor-trailer full of fresh wreaths arrived at a storage facility off Dill Road.

The wreaths shipped in from Maine will be placed on every grave the the Albert Horton Memorial Veterans Cemetery in Suffolk this Saturday.

?It?s just to show some honor and some respect to the veterans and their spouses,? explained Horton Wreath Society President John Tutunjian.

4,075 were purchased this year at a cost of roughly $36,000.

That?s a significant increase over previous years as more and more veterans are now buried at the Horton Cemetery.

?Probably next year we?ll run about 5,500 wreaths at least. So this is a continual year round project,? explained Horton Wreath Society Treasurer Becca Landick. ?We don?t stop just because this weekend?s event is going to be over. We collect all year long.?

?The number is increasing exponentially every year. We started off 5 years ago with around 1,200 wreaths,? explained Tutunjian.

On Thursday, the wreaths will be fluffed and prepared before being loaded onto a donated tractor-trailer.

That tractor-trailer will then be escorted by the Patriot Guard Riders Saturday morning into the Horton Veterans Cemetery where the wreaths will be placed on every grave site.

?You step back, you take a deep breath, and you thank God. You?re thankful for their service, you remember their service,? Landick said. ?You?ve honored their service and they are not forgotten.?

The Horton Wreath Society relies solely on donations to cover the costs of purchasing the wreaths.

Honda recalls more than 800K minivans and SUVs

American Honda plans to recall more than 800,000 minivans and crossover-utility vehicles to address a problem that could cause the vehicles to slip out of park and roll away.

The Japanese maker, traditionally known for its high quality, reliability and customer satisfaction has been slammed by an ongoing series of recalls in recent years and appears to be on track for the dubious distinction of having more vehicles involved in safety-related callbacks than any other manufacturer operating in the U.S. for the second year in a row.

The issue involves the ignition interlock, a device intended to ensure that the key can only be removed when a vehicle is firmly shifted into Park.? But the mechanism in the vehicles covered by the recall could wear over time and allow the key to be removed when the transmission is in Neutral or some other gear, allowing the vehicle to roll away and a crash could occur.?

While previous recalls have been linked to numerous injuries, a statement by Honda claimed the latest callback was linked to only ?a small number of related incidents, including two that allegedly resulted in minor injuries.?

That conflicts with a statement issued by the National Highway Traffic Safety Administration when it began its latest investigation into the problem in October.? It reported 42 separate complaints involving 2003 and 2004 Honda Odyssey models, with 26 vehicles rolling away and 16 of those involved in some form of collision.? One vehicle rolled 600 feet and struck a retaining wall while another rolled two blocks, stopping only after hitting a brick mailbox.

The latest recall covers 318,000 Honda Odyssey minivans and 259,000 Honda Pilot crossovers sold during the 2003 and 2004 model-years, while 230,000 Acura MDX crossovers sold between 2003 and 2006 were also added to the service action. On top of those 807,000 vehicles marketed in the U.S., Honda will recall another 63,000 vehicles sold in 28 other countries.?

The latest problem expands an issue that has already nagged the maker since 2003 and has led to a series of recalls over the past decade involving 2.2 million vehicles.?

But Honda has had a variety of other safety-related problems in more recent times.

During just one week in October, the maker recalled 1.7 million vehicles in three separate service actions including one for 573,000 due to a potential fire risk, 820,000 because of possible headlight failures and another 266,000 because a door switch could short circuit and also catch fire.?

During 2011, Honda was responsible for 3.8 million of the 15.5 million vehicles recalled in the U.S. for safety-related issues.? As a result of the latest ignition interlock problem the maker could near or even exceed that total and lead the industry once again.

The only other maker in the dubious position to challenge Honda?s recall tally is Toyota which has had a variety of safety-related issues of its own. Last month, it called back 2.8 million vehicles worldwide, including 670,000 Prius hybrids and other products that could suffer from several different issues that could result in steering problems.?

A month earlier it called back 7.43 million vehicles ? its largest single service action ever ? due to short-circuiting window switches. The problem, which could lead to vehicle fires, involved 2.5 million vehicles sold in the U.S.

Despite such problems, recent studies have shown that the two makers retain their reputation for quality and reliability.

In connection with the latest Honda recall, the maker says it will notify owners in February of next year and will make repairs at no charge.

A statement advises concerned owners they can find out more by going to www.recalls.honda.com or www.recalls.acura.com, or by calling (800) 999-1009 for Honda owners or (800) 382-2238 for Acura owners, and selecting option 4.

HSBC to pay record $1.9B fine in money-laundering case

(Reuters) - HSBC Holdings Plc agreed to pay a record $1.92 billion in fines to U.S. authorities for allowing itself to be used to launder a river of drug money flowing out of Mexico and other banking lapses.

Mexico's Sinaloa cartel and Colombia's Norte del Valle cartel between them laundered $881 million through HSBC and a Mexican unit, the U.S. Justice Department said on Tuesday.

In a deferred prosecution agreement with the Justice Department, the bank acknowledged it failed to maintain an effective program against money laundering and failed to conduct basic due diligence on some of its account holders.

Under the agreement, which was reported by Reuters last week, the bank agreed to take steps to fix the problems, forfeit $1.256 billion, and retain a compliance monitor. The bank also agreed to pay $665 million in civil penalties to regulators including to the Office of the Comptroller of the Currency, the Federal Reserve, and the Treasury Department.

"We accept responsibility for our past mistakes. We have said we are profoundly sorry for them, and we do so again. The HSBC of today is a fundamentally different organization from the one that made those mistakes," HSBC Chief Executive Stuart Gulliver said.

THE PLACE TO LAUNDER MONEY

HSBC's money-laundering lapses in Mexico and elsewhere were cited in an extensive Senate report earlier this year, but the documents filed in court on Tuesday provided new details.

Despite the known risks of doing business in Mexico, the bank put the country in its lowest risk category, which excluded $670 billion in transactions from the monitoring systems, according to the documents.

Bank officials repeatedly ignored internal warnings that HSBC's monitoring systems were inadequate, the Justice Department said. In 2008, for example, the CEO of HSBC Mexico was told that Mexican law enforcement had a recording of a Mexican drug lord saying that HSBC Mexico was the place to launder money.

Mexican traffickers used boxes specifically designed to the dimensions of an HSBC Mexico teller's window to deposit cash on a daily basis.

The agreement also described a vastly understaffed compliance department. At times, only one to four employees were responsible for reviewing alerts identifying suspicious wire transactions. When HSBC processed bulk cash, a business it calls Banknotes, only one or two compliance officials oversaw transactions for 500 to 600 customers, the Justice Department said.

Compliance was "woefully inadequate," Loretta Lynch, the U.S. Attorney in Brooklyn, said at a press conference.

SANCTIONS VIOLATIONS

In documents filed in federal court in Brooklyn, the Justice Department also charged the bank with violating sanctions laws by doing business with customers in Iran, Libya, Sudan, Burma and Cuba.

HSBC separately reached a settlement with British watchdog the Financial Services Authority.

"The HSBC settlement sends a powerful wakeup call to multinational banks about the consequences of disregarding their anti-money laundering obligations," said Senator Carl Levin, who led the Senate inquiry.

U.S. and European banks have now agreed to settlements with U.S. regulators totaling some $5 billion in recent years on charges they violated U.S. sanctions and failed to police potentially illicit transactions.

No bank or bank executives have been indicted. Instead, prosecutors have used deferred prosecutions, under which criminal charges against a firm are set aside if it agrees to conditions such as paying fines and changing its behavior.

"In trying to reach a result that's fair and just and powerful, you also have to look at the collateral consequences," DOJ criminal chief Lanny Breuer said at the Brooklyn press conference.

The settlement is the third time in a decade that HSBC has been penalized for lax controls and ordered by U.S. authorities to improve its monitoring of suspicious transactions. Previous directives by regulators to improve oversight came in 2003 and in 2010.

Last month, HSBC told investors it had set aside $1.5 billion to cover fines or penalties stemming from the inquiry and warned that costs could be significantly higher.

Analyst Jim Antos of Mizuho Securities said that while the fine was huge in cash terms, the settlement costs were "trivial" in terms of the company's book value.

HSBC shares closed up 0.56 percent at 644.8 pence in London.

ANTI-MONEY LAUNDERING CONTROLS

HSBC said it had increased spending on anti-money laundering systems by around nine times between 2009 and 2011, exited business relationships and clawed back bonuses for senior executives. As evidence of its determination to change, it cited the hiring last January of Stuart Levey, a former top U.S. Treasury Department official, as chief legal officer.

Under a five-year agreement with the Justice Department, HSBC agreed to have an independent monitor evaluate its progress in improving its compliance.

It also said that as part of the overhaul of its controls, it has launched a global review of its "Know Your Customer" files, which will cost an estimated $700 million over five years. The files are designed to ensure that banks do not unwittingly act as conduits for criminal funds.

HSBC's settlement comes a day after rival British bank Standard Chartered Plc agreed to a $327 million settlement with U.S. law enforcement agencies for sanctions violations, a pact that follows a $340 million settlement the bank reached with the New York bank regulator in August.

Such settlements have become commonplace. In what had been the largest settlement until this week, ING Bank NV in June agreed to pay $619 million to settle U.S. government allegations that it violated sanctions against countries including Cuba and Iran.

In the United States, J.P. Morgan Chase & Co, Wachovia Corp and Citigroup Inc have been cited for anti-money laundering lapses or sanctions violations.

HSBC's failings date to 2003, when the Federal Reserve Bank of New York and New York state regulators ordered it to better monitor suspicious money flows. In 2010, a consent order from the Comptroller of the Currency (OCC) ordered HSBC to review suspicious transactions. At the time, the OCC called HSBC's compliance program "ineffective."

In 2008, the federal prosecutor in Wheeling, West Virginia, began investigating allegations that a local doctor used the bank to launder money from Medicare fraud.

Ultimately, the prosecutor's office came to believe the case was "the tip of the iceberg" in terms of suspicious transactions conducted through HSBC, according to documents reviewed by Reuters and reported earlier this year.

'DWTS' Maks: I won't dance with Honey Boo Boo

If Alana "Honey Boo Boo" Thompson was hoping viewers would one day get a chance to redneckonize her dance floor moves alongside ballroom bad boy Maksim Chmerkovskiy, she's bound to be disappointed. The "Dancing With the Stars" pro has no intention of waltzing his way to a mirror-ball trophy -- or anything else -- with the TLC reality star.

"She can go ahead and do ('Dancing')," Maks recently told "Extra." "I'm just never going to dance with her."

Ouch.

Plenty of polarizing reality TV personalities have hit the floor on the ballroom bash before, including multiples' mom Kate Gosselin, "Jersey Shore" star Mike "The Situation" Sorrentino and former teen mom Bristol Palin. But just how likely is it that the "Here Comes Honey Boo Boo" tyke would really get a shot? According to Maks' little brother, Val Chmerkovkiy, who made it all the way to the finals on the last season of the show, not very.

"She's like 7 -- who's going to dance with her?" Val asked rhetorically just before he and Maks joked that recent winning pro Tony Dovolani, who's had his fair share of not-so-winning celebs in the past, might be a good pick.

But what about Honey Boo Boo's mom, aka Mama June? At 33, the coupon- and bingo-loving matriarch is certainly old enough to learn some samba hip shakes -- just not from Maks.

"I would not dance with the mother," the elder Chmerkovskiy insisted.

In fact, Maks hopes to see a higher caliber of stars on the show than what "Dancing" fans have come to expect.

"We also have a lot of reports that we need bigger stars, and I concur," he told "Extra." "I think that some, not all, of our stars have been of questionable backgrounds. But I don?t see Honey Boo Boo or any of her relatives having earned the right, because I think it?s an honor to be on the show."

Season 16 of "Dancing With the Stars" kicks off March 18 at 8 p.m. on ABC. The cast of stars has yet to be revealed.?

Ghana opposition to challenge presidential poll result

ACCRA (Reuters) - Ghana's main opposition party said on Tuesday it would challenge in court the result of last week's election, which gave victory to incumbent president John Dramani Mahama with 50.7 percent of the vote.

New Patriotic Party leader Nana Akufo-Addo, who lost to Mahama in the poll, said electoral workers had tampered with the result of the December 7 vote - which was widely seen as a test for democracy in one of Africa's most stable nations.

"We are taking our matter to the place where the constitution says we should take our matter," Akufo-Addo told thousands of supporters in the same field in the capital Accra where Mahama held his victory party the previous day.

"We are going to put ourselves in the hands of the judges of the Supreme Court and they will decide the fate of this election."

The United States and regional leaders have issued statements congratulating Mahama on his victory and praising the conduct of the election, which observers said was free and fair despite some logistical glitches.

President Mahama, who took over from former leader John Atta Mills after his death in July, said he was not worried by the NPP's legal challenge and was confident supporters of the rival political camps would remain calm.

"Ghana's democracy is solid, and there are constitutional institutions to deal with situations like this," he told Reuters in an interview at his residence in Accra.

Mahama, during his vistory speech on Monday, urged his defeated rivals to drop any grievances and join him "as partners" in making Ghana better.

The gold, oil and cocoa-producing nation has managed more than 30 years of democratic transfers of power, making it an anomaly in West Africa's so-called "coup belt".

But a contested election in 2008, in which Akufo-Addo lost by less than 1 percent, pushed the country to the brink of chaos, with disputes over results driving hundreds of people into the streets with clubs and machetes.

After Razer easily scored the requisite 10,000 Facebook likes needed to proceed with its "Project Fiona" 10.1-inch Windows 8 gaming tablet, it asked potential players to decide for themselves how to spec it. And here's a shocker: the consensus was to go hardcore or go home. Voters said it should be similar to the prototype with at least Intel Core i5 or i7 processing zip, mid-tier discrete graphics for max pixel-pushing and weight be damned -- twice the heft and thickness of an iPad was a-ok with the group, for power's sake.
