UBS admits fraud in $1.5 billion Libor rigging settlement

ZURICH (Reuters) - Swiss bank UBS was hit with a $1.5 billion bill and admitted to fraud on Wednesday in order to settle charges of manipulating global benchmark interest rates.

The penalty agreed with U.S., UK and Swiss regulators is more than three times the $450 million fine levied on Britain's Barclays in June for rigging the Libor benchmark rate used to price financial contracts around the globe.

It is the second-largest fine paid by a bank and comes a week after Britain's HSBC agreed to pay the biggest ever penalty - $1.92 billion - to settle a probe in the United States into laundering money for drug cartels.

"We deeply regret this inappropriate and unethical behavior. No amount of profit is more important than the reputation of this firm, and we are committed to doing business with integrity," UBS Chief Executive Sergio Ermotti said in a statement disclosing the extent of the wrongdoing, which took place over six years from 2005 to 2010.

UBS said it will pay $1.2 billion to the U.S. Department of Justice (DoJ) and the Commodity Futures Trading Commission (CFTC), 160 million pounds to the UK's Financial Services Authority and 59 million Swiss francs from its estimated profit to Swiss regulator Finma.

The FSA said at least 45 people were involved in the rigging, which took place across a range of Libor currencies.

A similar admission by Barclays in June touched off a political firestorm that forced its chairman and chief executive to quit.

The Libor benchmarks are used for trillions of dollars worth of loans around the world, ranging from home loans to credit cards to complex derivatives.

Tiny shifts in the rate, compiled from daily polls of bankers, could benefit banks by millions of dollars. But every dollar a bank benefited meant an equal loss by a bank, hedge fund or other investor on the other side of the trade - raising the threat of a raft of civil lawsuits.

The steep fine for UBS is despite the bank, since 2011, cooperating with law-enforcement agencies in their probes. The bank said it received conditional immunity from some regulators.

UBS has had a tough 18 months after suffering a $2.3 billion loss in a rogue trading scandal, management upheaval and thousands of job cuts.

HONG KONG (MarketWatch) ? Japanese stocks soared to again lead a broad rally for Asian markets Wednesday, with the Nikkei Stock Average easily sailing over the 10,000-point mark for its highest finish since early April on the back of strong gains for financial and exporter shares.

?What is important and what is driving the market higher is that the two [main U.S. political] parties are now in constructive discussions over specific tax levels and spending programs and working towards a common middle ground,? said IG Markets strategist Cameron Peacock.

Deutsche Bank upgraded its rating on major banks to overweight from market-weight, saying that a gradual increase in yields on Japanese government bonds would be positive for bank shares.

Also, expectations of a policy drive the end an era of deflation in the country will likely send risk premiums lower and very long-term interest rates higher, which should be ?basically positive for insurance stocks,? the analysts said. The Bank of Japan is due to review its monetary policy Thursday.

Commonwealth Bank strategists lifted their dollar/yen end-2013 forecast to ?98 from ?83 Wednesday.

?The sharp contraction in Japan?s current-account surplus is the major reason we expect the yen to weaken substantially further in 2013,? they said.

Small businesses can now get 90 day free trial of Office 365

Microsoft has made the RTM version of Office 2013 available for some large business customers ahead of its public launch in early 2013. However, small businesses may be interested in checking out a new offer that the company just announced for its Office 365 online service.

In a post on the Why Microsoft blog, the company revealed that small businesses can now get a 90 day free trial of the online productivity software service. The offer is limited to 10 users per account and business can sign up for this offer until the end of February.

The blog added:

Small businesses that purchase and activate a copy of Microsoft Office Home & Business 2010 or Microsoft Office Professional 2010 will receive a 90-day free trial of Office 365 Small Business Premium for up to five users. Office 365 Small Business Premium combines the power of Office 365 small business services with Office software for your users? PCs or Macs.

Office 365 competes directly with Google's own Google Apps service and the post gives a couple of examples of businesses that once used Google Apps but later switched over to Office 365. One of them was Rookie Recruits. It's director Andy Springer is quoted as saying, "When we switched from Google Apps to Office 365, we freed our people to work together in synergy, and it has produced good results in every area of our business."

NBC staffer reflects on growing up in Newtown

?So where are you from?? my freshman year roommate at Villanova University asked me.

?Newtown!? I answered promptly as I started to unpack.

After a few seconds of silence, I turned to look at her confused face and added, ?You know, in Connecticut??

Still silence. I was shocked. My new roommate had just told me she lives less than an hour away from me in Westchester, N.Y.

?It?s right next to Bethel? Near Danbury? ? OK, well, it?s about 90 minutes outside of New York City.? You?ve heard of that haven?t you??

I learned quickly in college that unless you are from Connecticut there is no chance that you?ve heard of Newtown. I suppose it?s not surprising. My childhood in Newtown was everything a childhood should be. I grew up going to $2 movies at The Edmund Town Hall and playing tennis at Dickinson Park. It's not unusual for the police blotter of the town newspaper, The Newtown Bee, to feature a car hitting a deer. One of the biggest news stories of my childhood was when Starbucks was allowed to open in town.


Some of my best memories of Newtown are trick-or-treating on Main Street (I?m still convinced that blue house on the corner of Main Street is haunted) and marching in the annual Labor Day parade. I remember walking across the street from St. Rose School with my fifth-grade class to The Ice Cream Shop and getting sandwiches at The General Store. During my half-mile walk home from the school bus every day, I was always more worried about running into a coyote than anything else (so much so that I often convinced Mrs. Wheeler to drive me to the end of my driveway).

Sunday mornings for my family were always the same. We would all pile into the minivan and head to St. Rose Church for Mass. We?d always rush in the back door a few minutes late, hoping nobody would notice. And we?d always stay late, as it?s impossible to walk 10 feet in the parking lot without seeing someone you know and stopping to chat.

Since moving out in August, I?ve come home several times to visit my family in Newtown. But this Sunday, everything was different. There was no gossiping in the St. Rose parking lot, no excited sharing of holiday plans. Instead, we all hugged each other while trying to hold back tears. There were flowers and teddy bears surrounding the statue of Mary. There were tissue boxes in every pew. Candles lined the altar. And our normally charismatic pastor?s voice broke as he asked us to pray.

Working at NBC, I see a lot of bad news every day. But nothing could have prepared me for seeing satellite trucks on Church Hill Road or watching our family friends I grew up with being interviewed on TV. The fact that 20 children in my town have been robbed of the same happy childhood that I had is unthinkable. Everyone is connected in some way to at least one name on that seemingly endless list. Parents are missing their children. Students are missing their teachers. My brother?s summer tennis clinic will have one less player. The Christmas pageant at St. Rose this year will have one less angel.? And we will all struggle to live life in this new Newtown.

Growing up in Newtown was beautiful and simple. But this new Newtown is complicated. How do you answer the simple question, ?How are you doing?? How do you attend the funeral of a six year old? How do you explain to people that this is not the real Newtown? ?

So if you had never heard of Newtown before Dec. 14, I hope that you will not remember it for the violent act of one person. Instead, please think of the real Newtown. Think of the tight-knit community of people who look out for each other. Think of people lingering after church to catch up with friends. Think of the view from the top of Castle Hill Road, looking down at the giant flagpole in the middle of Main Street. But most of all, think of how we came together to honor Newtown?s new angels.

First of eight funerals begins at Newtown church

NEWTOWN, Conn. (AP) ? Family members have gathered for the first of eight funerals for school shooting victims to be held at a Catholic church in Newtown, Conn.

A motorcade of dozens of vehicles led by police motorcycles accompanied the family of 6-year-old James Mattioli to St. Rose of Lima on Tuesday. His funeral comes a day after two other 6-year-old boys were laid in the first of a long, almost unbearable procession of funerals.

Margarita Rosniak and her 10-year-old daughter, Charlotte, watched from the sidewalk as people entered the church. They had traveled from California for a Christmas vacation in New York and came to Newtown to join the residents in their grief.

Clutching her daughter close, Margarita Rosniak spoke of sympathizing with the parents. Her daughter says she plans to do a school project on the massacre. She asks, "What was the point of it? They're just little kids."

Gunman Adam Lanza shot his mother Friday, then headed to Sandy Hook Elementary where he killed 20 children and six adults, and himself.

?Andie McDowell?s experience in the industry will provide significant insight for our students and her willingness to engage with them is indicative of the growing interest our program is attracting,? said RCAD President Larry Thompson.

MacDowell is best known for her roles in ?sex, lies and videotape,? ?Four Weddings and a Funeral,? and ?Groundhog Day,? among others. She has also been an international apokesperson for L?Oreal Paris for more than 25 years.

Both the movie and the series are scheduled to air next summer on the Hallmark Channel.

The Digital Filmmaking Studio Lab, which began in 2010, has brought many prominent film names to the college for master classes, lectures, film screenings and direct student interaction and instruction. The program is a joint venture between RCAD and Future of Films, a company co-founded by Sarasota resident Sam Logan and David Shapiro of New York that explores the convergence between traditional and new media in production and content. Students participating in the Studio Lab learn the art and mechanics of visual storytelling, as well as receiving advice and guidance from leaders in the entertainment industry, as part of their core curriculum.

More Chinese cities see rising home prices

BEIJING (Dec 18): More Chinese cities saw home prices rise month on month in November amid the government's strict measures to cool the sector, the National Bureau of Statistics (NBS) said on Tuesday.

In November, 53 out of a statistical pool of 70 major cities recorded higher new home prices than a month earlier, NBS statistics showed. This was up from 35 in October.

New home prices in 10 cities declined last month, down from 17 in October, while those in the other seven cities were unchanged, reports China's Xinhua news agency.

On a year-on-year basis, 25 cities saw rises in new home prices last month, up from 12 in October. Prices in 41 cities dropped year on year, down from 56 in October.

Runaway real estate prices have been a significant source of public complaint in recent years, forcing the government to implement a string of policies like bans on third-home purchases and property tax trials to keep prices down since early 2010.

However, the property market has shown signs of warming up in recent months, after the central bank earlier this year twice cut interest rates and banks' reserve requirement ratio to buoy the economy.

China's annual economic growth slipped to 7.4% in the third quarter this year, slowing for seven quarters in a row.

Housing transactions have gradually picked up since early 2012, NBS data showed.

Total home sales surged 9.5% year on year to 5.35 trillion yuan in the first 11 months, accelerating from a rise of 5.6% seen in the January-October period, according the NBS.

Wang Tao, chief economist with UBS Securities, said the property sector has rebounded steadily since early this year, partly because the government did not take further measures to curb the market in 2012.

"The property industry is undoubtedly a crucial sector for the country's economy, and the sector's rebound has played a key role in bolstering China's recent economic recovery," Wang said.

The government will continue its property market controls next year, according to a statement released after the central economic work conference, held last weekend to set the tone for economic policymaking next year.

The meeting also attached great significance to urbanisation, which has been considered a main driver for domestic demand and will be actively and steadily pushed forward in 2013, said the statement.

The country's urban population, which outgrew that of rural areas for the first time at the end of last year, is expected to account for 70% of the total population by 2030, according to a World Bank forecast.

However, urbanisation will put great pressure on the real estate market and make the country's property curbs more difficult.

If housing sales continue the momentum of growth seen this year, housing prices may rise in more regions and at faster rates than before, Wang said.

"But as the economic recovery is still at an initial stage, the government is likely to remain cautious about property control in the short term," the economist added.

The government said at the economic work conference that it will maintain a proactive fiscal policy and prudent monetary policy in 2013 as it expects the global economy to maintain slow growth. ? Bernama
