(AP) ? Deflecting criticism about a perceived lack of diversity in his second-term Cabinet, President Barack Obama on Monday urged Americans not to rush to judgment about who he will appoint to replace departing members of his team.

In a declaration tinged with the rhetoric of his re-election campaign, Obama asserted: "We're not going backwards, we're going forward."

Scrutiny has been mounting over the number of women and minorities that will surround the nation's first black president in his second term. Cabinet members who are departing at the end of his first term ? including Secretary of State Hillary Clinton ? are being replaced largely by white males. But in the final White House news conference of his first term, Obama brushed off that criticism, asking for critics to hold their tongues until the remaining vacancies have been filled.

"I'm very proud that in the first four years, we had as diverse, if not a more diverse, White House and a Cabinet than any in history," Obama said. "I intended to continue that, because it turns out when you look for the very best people, given the incredible diversity of this country, you're going to end up with a diverse staff."

Running through a list of high-profile positions filled by women during his first term ? such as Clinton and Health and Human Services Secretary Kathleen Sebelius ? Obama said women comprised 50 percent of his White House staff during his first four years, not to mention the two women he nominated to fill Supreme Court vacancies.

Still, Obama's appeal for patience was unlikely to quell the concerns of members of his own party who have publicly fretted whether Obama's Cabinet and the tight cadre of advisers who will have his ear over the next four years will end up almost entirely male and white, in stark contrast to the diverse coalition of women, Hispanics and minorities that helped give Obama a second term.

"It's as embarrassing as hell," Rep. Charlie Rangel, D-N.Y., one of the longest-serving African-American members of Congress, said last week.

Obama nominated Massachusetts Sen. John Kerry to replace Clinton at the State Department after U.N. Ambassador Susan Rice, who is black, asked for her name to be removed from consideration. Republicans had blasted Rice over her initial comments about the attacks on Americans in Benghazi, Libya.

Labor Secretary Hilda Solis, who is Hispanic, stepped down last week, adding to a list of departures that includes EPA Administrator Lisa Jackson, who is black. Obama has not yet announced who he will nominate to fill those roles. Homeland Security Secretary Janet Napolitano is staying for Obama's second term.

The president has announced his picks to fill two other top jobs, nominating former Sen. Chuck Hagel to run the Defense Department and Obama's chief of staff, Jack Lew, to serve as treasury secretary. The two leading candidates to replace Lew at the White House are both male.

Meanwhile, Attorney General Eric Holder, who is black, and Veterans Affairs Secretary Eric Shinseki, who is of Japanese-American descent, will stay on, a White House official said last week. A spokesman for Agriculture Secretary Tom Vilsack said Monday that he too will keep his job in Obama's second term.

An Education Department official also said Secretary Arne Duncan would remain in President Barack Obama's Cabinet into a second term. That official disclosed the decision on the condition of anonymity because a public announcement had not been made.

Business Can't Solve the World's Problems ? But Capitalism Can ...

Business and capitalism get conflated ? in our media, our language and in our thinking. They are not the same thing. One is a sector, the other a methodology. By inextricably linking the two, we confine the practice of real, turbo-charged capitalism to business, and we dangerously limit the capacity of non-business organizations to innovate, fund, and bring to scale the kind of breakthrough ideas that will begin to solve the huge social problems we face today.

To be sure, business can change the world. That is one of the things it does, consistently. Innovations such as the assembly line, the car itself, the distribution of electricity and gasoline, now the iPad, Google, and so on, have by many measures made the world a better place. Indeed, as Carl Schramm writes in his provocative essay, "All Entrepreneurship Is Social," the fashionable new term "social business" in some ways "diminishes the contributions of regular entrepreneurs...people who... create thousands of jobs, improve the quality of goods and services available to consumers, and ultimately raise standards of living." He uses the refrigerated box car and its achievements in reducing food-borne illness and saving millions of lives in the process to make his point.

Business will move the great masses of humanity forward with advancements in pharmaceuticals, materials, process, and technology ? but it will almost always leave 10% behind. It will almost always leave unaddressed humanity's most disadvantaged and unlucky. Even social business will not address those issues for which markets cannot be developed. I serve on the board of a center for the developmentally disabled. More than anything, its clients need love. How do you monetize that?

This is where philanthropy comes in. Philanthropy is the market for love. The word itself derives from the Greek for "love of humanity." Philanthropy and, specifically, the charities that benefit from it and that are chartered to solve social problems can address those people and issues that business leaves behind. But they can do so effectively only if we allow them to use the tools of capitalism ? tools that the sector has thus far been denied, nearly wholesale.

We have two rulebooks ? one for charity and one for the rest of the economic world. We blame capitalism for creating huge inequities in our society, and then we refuse to allow the "nonprofit" sector to use the tools of capitalism to rectify them.

This nonprofit rulebook discriminates against charities in at least five different areas: compensation, marketing, risk taking, time horizons, and capital itself. We allow people to make a fortune doing any number of things that will harm the poor but crucify anyone who wants to make money helping them. This sends the top talent coming out of the nation's best business schools directly into the for-profit sector and gives our youth the mutually exclusive choice between making a difference and making money. This we call ethics. We let Apple and Coca-Cola plaster our billboards and television sets with advertising, but we are appalled at the notion of important causes "wasting" money on paid advertising. So the voices of our great causes are all but silenced, and consumer products get lopsided access to our attention, 24/7. This we do in the name of frugality. Amazon was permitted to forgo investor returns for six years to build market dominance. But if a charity embarks on a long-term plan with no return for the needy for six years, we are outraged. This we call caring. We aren't upset when Disney makes a $200 million movie that flops, but if a $1 million charity walk doesn't make a 75% profit to the cause in year one, we want the attorney general to investigate. So charities are petrified of exploring new revenue-generating methods and can't develop the powerful learning curves that the for-profit sector can. This we call prudence. We let for-profit companies raise massive capital in the stock market by offering investment returns, but we forbid the payment of a financial return ("profit") in charity. The result? The for-profit sector monopolizes the capital markets, while charities are left to beg for donations. This we call philanthropy.

Combine those five things and you have just put the humanitarian sector at an extreme disadvantage to the for-profit sector. Yet we still expect it to solve the world's problems.

Our social problems are gigantic in scale. We need gigantic responses to them. And if we freed the humanitarian sector to use the tools of capitalism, we could bring private ingenuity to bear on those problems, and we wouldn't have to depend on the government to fill the gaps.

Where would all the money come from? From us! If we were to give the humanitarian sector the right capital, talent, time, and ability to innovate, it could build the kind of demand for philanthropy that, say, Apple builds for music on iTunes (which, by the way, stimulates the same reward centers in the brain as giving). Then we'd be on our way to the kind of scale we need.

Americans give about $300 billion to nonprofit organizations annually, most of it to education and religious institutions. Only about 15% of that ? $45 billion ? goes to health and human services causes. If we could use the tools of capitalism to increase charitable giving in the U.S. from 2% of GDP to just 3%, that would amount to an additional $150 billion in annual giving. If that money went disproportionately to health and human services causes, it would amount to a quadrupling of donations to that sector. Now we're talking scale. Now we're talking about big change.

Business cannot solve all the world's problems. But capitalism can.

Golf: WPGA Junior Championship to leave Madison

The Wisconsin PGA will move its Junior Championship ? held at Yahara Hills Golf Course in Madison for the past 22 years ? to Milwaukee.

The 2013 Wisconsin PGA Junior Championship will be held at Brown Deer Park Golf Course and Dretzka Park Golf Course in Milwaukee, according to the WPGA Website. The 36-hole event will be played June 25 and 26.

The move reflects the first significant fallout from the city of Madison's decision last fall to not renew the contracts of its four long-serving club professionals at its city-owned courses, effective Dec. 31.

Wisconsin PGA officials had cautioned city officials it would likely pull its junior championship, which draws more than 300 juniors golfers to the area each June, if it went forward with the decision to end services with Mark Rechlicz (Yahara Hills), Tom Benson (Odana Hills), Rob Muranyi (Monona) and Bill Sheer (Glenway).

City officials said they wanted to change the contractual arrangement with the four city pros and use potential extra revenue to upgrade golf course facilities.

"This isn't a decision based solely on the fact that the city did not offer the four long-term professionals a new contract," Wisconsin PGA executive director Joe Stadler wrote in an email explaining the move.

"We understand the (city of Madison's) desire to have control of the revenues. If the city planned to hire two to four PGA Professionals and had one of them full-time at Yahara Hills, we may have returned this year. So, it has more to do with the plan to hire one PGA member to oversee the four courses than the plan to have assistants running the operations at each course.

"We want to see how things work out before committing our most important junior event. ...?We also didn't feel we could wait until all of the hiring of new personnel was done to evaluate the final outcome of the changes. We will take a look at things after the year and hopefully return to the Madison courses for many future events."

GOP Discussing Default On Debt Ceiling

WASHINGTON (CBSMiami) ? The United States is about to hit its Congressionally mandated debt ceiling and the standoff between Congressional Republicans and the White House is threatening to send the global economy into chaos.

Some Congressional Republicans have vowed to take the debt ceiling hostage and refuse to raise the debt ceiling limit without major cuts to domestic spending, including entitlements like Social Security and Medicare.

The White House said it will not negotiate over the debt limit and will not agree to spending cuts. The White House has said previously the debt limit is Congress? responsibility for bills it?s already incurred in the past.

Congressional Republicans put together a similar plan the last time the debt ceiling needed to be raised. After refusing to raise the limit without spending cuts, the nation?s credit rating was cut for the first time in history and only after the White House relented to more than $1 trillion in cuts did the debt limit get raised.

But this time may prove to be different. The biggest question Congressional Republicans have to answer is are they willing to send the nation into default and risk global economic catastrophe to secure some spending cuts?

?No one wants to default, but we are not going to continue to give the president a limitless credit card,? Representative Jason Chaffetz (R-Utah) told Politico.com.

Politico reported that Speaker of the House John Boehner (R-Ohio) is planning to meet with the entire GOP conference this weekend to explain exactly what will happen if the country defaults on its debt. Speaker Boehner is also expected to reveal his plans for cuts without any tax hikes.

?It is more likely you default than you raise any taxes,? a senior GOP aide told Politico.com.

The problem for Boehner is the majority of his Republican caucus is loathe to cutting any deal with President Barack Obama for any reason. That puts him in a difficult position because he has previously said that a default of the debt would equal ?financial disaster.?

In addition, some Republicans like Newt Gingrich the conservative editorial board of the Wall Street Journal have warned Congressional Republicans that failing to raise the debt ceiling could be political suicide for the Republican Party.

Unlike in 2011, the last time the debt ceiling was an issue, President Obama isn?t running for re-election and can take a more determined stance against Congress. Republicans in Congress have to run for re-election in just two years, making the political calculations for both sides even more important.

Republicans want a $1-for-$1 deal with the debt ceiling that will cut $1 for every $1 the debt ceiling is raised. In addition, many GOP members are pushing for the sequester, a series of spending cuts to the defense department and domestic spending totaling $1.2 trillion to go ahead.

The defense industry has warned of massive layoffs if the sequester is allowed to move forward. Social programs to help the needy would also be crippled with massive cuts included in the sequester.

The $2.2 trillion in cuts sought by the GOP would continue to impose austerity on the fragile economic recovery the U.S. is in currently. As Europeans have learned, austerity in the face of lagging unemployment and slow growth has led to even deeper recessions across the eurozone.
