Regulators approve slight rate hike for Idaho Power

The Public Utilities Commission has signed off on a series of rate adjustments that altogether will result in a slight increase in the cost of energy provided by Idaho Power Co.

Regulators approved the cost adjustment June 1 for rates in seven separate cases.

Overall, the PUC calculates the adjustment represents a 0.9 percent increase for all customer classes, though residential customers will see a reduction of about 0.34 percent.

Idaho Power is allowed to adjust its rates up or down to reflect its annual cost of providing electricity. The utility?s power costs vary each year depending on river flows through its series of hydropower dams and costs of buying power from wind farms or on the wholesale market.

The company sought the increase to offset $70 million in extra costs.

Police investigate E. Idaho hospital

Police are investigating allegations of misconduct at Bingham Memorial Hospital in eastern Idaho, Blackfoot Police Chief Dave Moore said.

Moore told the Idaho State Journal the allegations come from past and current employees at the hospital. Moore declined to say exactly what is being investigated.

However, a probe by Bingham County Commissioners found several instances of possible wrongdoing. Lee Hammett, a retired business consultant who helped with the probe, said a former employee might have profited by selling computer equipment purchased by the hospital. Hammett also said an employees was allegedly told to hide drugs in cars during an audit of narcotic prescription drugs because the hospital didn?t have the required storage cabinets that could be locked.

?We look at all the allegations,? Moore said. ?I?ve received phone calls at my office, as well with people giving me information.?

Bingham County Commissioners have requested a forensic audit of the nonprofit and for-profit entities that provide services and management at the hospital.

The hospital board expressed confidence in the hospital?s chief executive officer, Louis Kraml.

E. Idaho tribe plans to distribute $60M to members

A Shoshone-Bannock Tribes official in eastern Idaho says $60 million in settlement money the tribe expects to receive as part of a class-action lawsuit will be distributed to about 5,700 tribal members.

Public Affairs Manager Randy?L Teton tells KIFI-TV that the tribe is planning financial workshops once the distribution begins.

It?s unclear exactly how much each tribal member will receive, and the tribe itself hasn?t received the money.

The settlement money is expected following the decision by a three-judge panel from the U.S. Court of Appeals for the District of Columbia who last month upheld a $3.4 billion settlement between the U.S. government and hundreds of thousands of Native American plaintiffs whose land trust royalties were mismanaged by the Interior Department.

Report: Idaho State booster prompts NCAA probe

An NCAA investigation at Idaho State reportedly was prompted in part by a letter written by a former interim men?s basketball coach warning of a booster willing to pay quality players.

The Idaho State Journal reports former interim coach Deane Martin sent the letter on March 6 to athletic director Jeff Tingey a day after Martin didn?t get picked as the full-time coach.

The newspaper reports Tingey responded by telling Martin the letter contained potentially slanderous statements, and that Martin then sent the letter to the NCAA.

The newspaper obtained the letter from a university employee.

Martin, Tingey and the NCAA declined comment.

Moscow federal building likely headed for auction

The U.S. General Services Administration has passed on a $300,000 offer from Latah County to purchase a Federal Building in north-central Idaho?s Moscow.

The county?s offer expired May 31, with the next step being an online auction.

GSA says the building needs more than $3 million in renovations and it?s better off selling it. The GSA wants $1.9 million.

The Lewiston Tribune reports that the online auction would require up-front money, possibly as high as $50,000, to register as a bidder.

The county rents office space in the 53,000-square-foot building constructed in 1973. It houses the U.S. Post Office, U.S. Attorney?s Office, U.S. Marshal?s Office and other entities.

Former N. Idaho deputy prosecutor sues for employment discrimination

A former deputy prosecutor in northern Idaho who says he was fired because of his age after refusing to take a psycho-sexual examination has filed a lawsuit claiming discrimination.

The Spokesman-Review reports that Kenneth Stone filed the complaint in May in U.S. District Court against Kootenai County Prosecutor Barry McHugh, the prosecutor?s office and the county seeking unspecified damages.

Stone says he was fired on March 25, 2011, after refusing to take the exam he describes as being reserved for sexual predators.

An attorney representing the county says Stone was fired because he violated the county?s harassment policies and the county has a zero-tolerance policy for harassment.

Survey shows where lawyers spend their marketing dollars

Most lawyers plan to increase their marketing efforts in 2012, according to a new legal marketing survey released by Avvo and LexBlog.

The 2012 Legal Marketing Survey Report also discusses how lawyers plan to spend their marketing dollars. The report is a result of querying 1,300 attorneys and legal marketers at law firms. Eighty-five percent of respondents were from solo and small firms.

According to the survey, 61 percent of respondents plan to spend more time, and 50 percent plan to spend more money, on marketing in 2012 than they did in 2011, while only 3 percent plan to spend less time and less money.

The survey also found a continued emphasis on offline marketing for many lawyers even as online marketing increases. One quarter of respondents will be spending less than 25 percent of their marketing budget online, while 24 percent will be spending 75 percent or more of their marketing budget online.

Even though lawyers still place a high value on offline interaction, they are finding the Internet environment increasingly crucial to the marketing of their practices.

Respondents most frequently attributed new business, aside from referrals, to ?lawyer directories, rating and review sites (56 percent), other free sources on the Internet (55 percent) and other social media sites like Facebook, LinkedIn, Twitter and YouTube (21 percent).?

The survey also said that many attorneys credit new business to their website and blogs.

?Offline and paid online channels are not driving as much new business for lawyers. Seventeen percent is a result of print advertisements, and another 17 percent is from paid online advertisements, including search marketing,? according to the survey. Three percent of new business is generated by TV advertisements.

When asked what has changed legal marketing the most in the past five years, ?most people responded with just two words: social media,? the survey found.

Long before anyone uttered the R-word, people in Chatham County, N.C., saw the economy starting to sputter. They noticed prices going up and?incomes going down. So they fought back by taking care of each other.

Roxanne Hollander, a local chiropractor, has opened up a weekly sliding-scale clinic, offering massage, acupuncture, and chiropractic care for between $15 and $30, about a quarter of the usual fee.

Lee Pollard, a benevolent mad scientist, has donated close to 500 computers to needy kids and seniors, refurbishing old machines that people give him in the cheerful chaos of his computer repair shop. Somewhere under the mess on his desk, there's a card from a 4-year-old, written in crayon: "You're a very nice man. I love my computer."

At the traffic circle in downtown Pittsboro, the Chatham County seat, Tony Sullivan sells and repairs musical instruments. These days, people come by to sell their own instruments, not to buy any. His teaching income is drying up, too, because laid-off parents can't afford lessons for their kids. But Mr. Sullivan has continued to teach some of those kids free of charge.

"I'm a lousy businessman," Sullivan observes wryly. But there's more to it than that. "Everybody that comes in that door is more or less a friend, you know. These are all people from this little town, this area. They're my neighbors, and they're hurting. You want to help people out as much as you can."

Sullivan's landlady, Elizabeth Anderson, agrees. A few months ago, she lowered his rent.

"I could use the $100, too, but not as much as this store could," Ms. Anderson explains. "It's worth it, in the long run, because of keeping people still trying to contribute to the economy and their own well-being, and the well-being of the town."

Recent studies suggest that community altruism doesn't just sweeten people's lives, it's also good dollars and cents. Though it's hard to prove with scientific certainty, there is plenty of evidence showing that places with active citizens have lost fewer jobs during the recession than places without them. Chatham County ? part bedroom community, part green living mecca, part Mayberry, R.F.D. ? may be a case in point. Its jobless rate is 7.3 percent, one of the lowest rates in the state.

Civic safety nets: God, friends, Facebook

The notion that it pays for people to look after each other isn't new. If you ask Herbert Gintis, a behavioral economist at the University of Massachusetts, it goes back 2 million years. It started when hunter-gatherers began living together in tribes, and people's chances of survival were better if they worked together and made decisions together than if they fended for themselves. Of course, human society has morphed tremendously over millenniums. But Professor Gintis sees remnants of those ancient dynamics all over the place.

"Communities operate mostly not through law, but through mutual give and take and co-operation," he says. "In a good community, people know what the kids are doing. They gossip and report on each other; they help each other. A community is a form of social organization in which control is informally exercised through participation. People just participate ? they come to the town meeting, they talk to each other. Everybody keeps their own property in good shape because their neighbors will yell at them if they don't."

Nicodemus said to him, "How can these things be?" Jesus answered him, "Are you a teacher of Israel, and yet you do not understand these things?

Blog Reflection

Trinity Sunday always follows Pentecost.?? Call it a "book end" as we move from the Easter Season on Pentecost into the Season after Pentecost or sometimes it is called "Ordinary Time."? Yet, before we return to the other Sundays after Pentecost, we stop on this first Sunday after, to reflect on a very profound and mysterious part of the Christian Faith, called the Trinity.

We could get into a long winded philosophical discussion about whether the relationship between the three Persons of the Trinity is logically possible or not.? We can talk about how when we are baptized in the Name of God in the three Persons of the Trinity.? We could also spend a significant amount of time on the subject of whether to refer to the three Persons by way of the traditional Names, or by more inclusive Names.? Yet, what the Trinity means for Christians still gets lost in all of the rhetoric of theological treatises and books.?

The Trinity cannot be explained or even described.? It can only be experienced as God's grace so chooses.? It is both beautiful and mighty.? It is holy, yet compassionate.? It is open to more than any human expression that can be written or spoken about.? God, the Holy Trinity can be known and loved as the One from whom all love comes and returns.? Yet as God's love in the relationship known as the Trinity is beyond our sight or comprehension, it is transparent in that it also transforms.? It can change the lives of all who are recipients of God's favor through boundless and all inclusive love.

The experience of God's relationship of love is transparent when we as human persons make the effort to "love my God, who lives in my neighbor" (St. Louis Marie de Montfort).? A transforming love that does not condone violence, prejudice, injustice or oppression.? A love that knows that to exercise brutality in word or action in the Name of Jesus Christ, is both a misuse of the Holy Name of God in the Anointed One of God, and an offense to the God who gives us every reason to love God back.? To declare that God's word in the Scriptures condones two Pastors suggesting that all LGBT people be killed by the government, is to spit in the face of the Jesus who is already crowned with thorns as he prepares to embrace the Cross on our behalf. ?

The relationship of God's love through the Trinity knows that the physical love between two people of the same sex is holy, beautiful and wonderful. ? That an individual who is born one gender and knows that she/he is a totally different gender, is blessed by God to live out the meaning of the resurrected Christ.? Women are to be shown respect and dignity with regards to their bodies, without making them second class citizens to men.? It is a love that seeks justice through compassion by individuals of all religious professions and practices, when any or all of us seeks the common good of every human person, without exception.

As we worship God today in this relationship of the Trinity, may we also honor the love that is given as we relate to one another.? May today be the opportunity for hospitality and reconciliation so that the healing presence of a loving God may be experienced because it is transparent.

Almighty and everlasting God, you have given to us
your servants grace, by the confession of a true faith, to
acknowledge the glory of the eternal Trinity, and in the
power of your divine Majesty to worship the Unity: Keep
us steadfast in this faith and worship, and bring us at last to
see you in your one and eternal glory, O Father; who with
the Son and the Holy Spirit live and reign, one God, for ever
and ever. Amen. (Collect for Trinity Sunday, Book of Common Prayer, p. 228).

?O God, your never-failing providence sets in order all things
both in heaven and earth: Put away from us, we entreat you,
all hurtful things, and give us those things which are profitable
for us; through Jesus Christ our Lord, who lives and reigns

Elizabeth barges down the Thames for Diamond Jubilee

The pageantry for Queen Elizabeth's Diamond Jubilee included a royal barge trip down the Thames today and hundreds of thousands cheering her on from the banks.

At the head of a 1,000-ship flotilla, Queen Elizabeth traveled by royal barge down the Thames on Sunday, launching a summer of pomp and spectacle here that includes the Queen?s Diamond Jubilee and the Olympic Games.

Hundreds of thousands braved the rain on river banks and bridges as Elizabeth ? celebrating her 60th year on the throne ? waved from her vessel, the Gloriana. Two Olympic oarsmen helped row her red and gold-leaf barge seven miles from Chelsea Pier to Tower Bridge.

The Olympians were a reminder that the show-boating in London has only just begun, with the 2012 Games opening here next month.?The grandeur befits a city at the center of global trade and finance, with Elizabeth harkening back to traditions of English naval power. But it also contrasts with Britain?s double-dip recession, deep government spending cuts, and a half-century ethos here of self-deprecation.

Some Londoners welcome the showcases as an expression of endurance and a chance for celebration even amid hard times.

?It is a very depressing time at the moment if you listen to news and watch TV, it?s all doom and gloom. It gives people a chance to celebrate and come together,? says Brenda Simpson, a retiree who waited six hours with her husband and sister on the banks for a view.

?There are certain things that need to be celebrated,? says Naveka Perera, a Londoner originally from Sri Lanka. She feels that England left a positive legacy of infrastructure and development in her home nation. ?You?ve got to respect her for everything she?s done for [this] country and for Sri Lanka.?

Charlotte Fenwick, a teacher from Norfolk, says the monarchy makes England distinctive. ?It?s the only thing the UK?s got left ? we provide entertainment and pomp and ceremony,? she says. ?But not the weather.?

Not all agree

However, the event also drew protesters who expressed outrage at the opulence at a time when her majesty?s government is slashing government spending.
?It?s obscene. In these days with so many people out of work, to have such spending on all this,? says Lucy Craig. She was unable to reach a small area set aside for protest owing to the crowds which kept many from seeing the event. Some spectators climbed railings or bought periscopes to catch a glimpse above the bowler hats and hand-held Union Jacks.

Ms. Craig agrees the queen draws tourists to England, but says she?d rather have people come to see the country?s national health care system, not gawk at celebrities.

According to the palace website, a private charitable trust called the Thames Diamond Jubilee Foundation will cover the costs of the river pageantry and other events during the four-day jubilee.

The celebrations started Saturday with Elizabeth attending a derby at Epsom Downs. On Monday, the queen will attend a concert at Buckingham Palace, followed by a lighting of thousands of beacons around Britain and the Commonwealth.

The national holiday period ends on Tuesday with a thanksgiving service at St. Paul?s Cathedral that will feature a children?s choir. The royal family will then process by carriage from Westminster Hall to Buckingham Palace.

For the most part, the country has embraced the celebratory spirit of the jubilee. The Olympics, however, are starting to stir up significant community backlash here. Respondents in a YouGov poll last week found 52 percent planning to watch the flotilla on TV or in person, far more than the 21 percent planning to watch the Olympics.

?I would love to start a revolution around the Olympics,? says Gerhard Jenne, founder of Konditor & Cook bakeries. Initially excited about London winning the Olympics, he has been turned off by Olympic officials cracking down on unofficial uses of the rings symbol. ?I think they are spoiling it for people. I think they are pushing it too far.?

The massive security preparations for the Games have also annoyed residents. The Games will see the biggest mobilization of security forces here since World War 2, along with 11 miles of electronic fencing, drones, sonic weapons, and a warship in the Thames.

Plans to deploy anti-aircraft missiles on the roof of an apartment building in East London brought a couple hundred residents to a charged community meeting last week. Alex Kinny, a local teacher?s union representatives, said of the Games: ?It?s obvious that local people are becoming bystanders in this corporate event.?
