Islamist Morsi declared Egypt's president

Muslim Brotherhood member Mohamed Morsi was declared on Sunday as the first president of Egypt since a popular uprising ousted Hosni Mubarak, capping a tumultuous and divisive election.

Morsi, who ran against Mubarak-era premier Ahmed Shafiq, won 51.73 percent of the vote after a race that polarised the nation.

"The winner of the election for Egyptian president on June 16-17 is Mohamed Morsi Eissa al-Ayat," said the head of the electoral commission, Faruq Sultan.

Morsi's victory marks the first time Islamists have taken the presidency of the Arab World?s most populous nation, but recent moves by the ruling military to consolidate its power have rendered the post toothless.

Morsi will give a televised address at 1800 GMT, spokesman Yasser Ali told AFP.

Tens of thousands of Morsi supporters celebrated in Cairo's Tahrir Square, waving flags and posters of the Islamist leader, who was jailed during the uprising that overthrew Mubarak early last year.

"God is greatest" and "down with military rule" they chanted as some set off firecrackers minutes after the electoral commission formally declared the result.

Across Cairo, cars sounded their horns and chants of "Morsi, Morsi" were heard.

Morsi won with 13,230,131 votes against Shafiq's 12,347,380, Sultan said. The election, in which more than 50 million voters were eligible to cast their ballot, saw a 51.8 percent turnout.

Morsi resigned from his posts in the Muslim Brotherhood and its Freedom and Justice Party, which he headed, after he was declared the winner, the Brotherhood announced.

Military ruler Field Marshal Hussein Tantawi, who took power when Hosni Mubarak was forced to resign in February last year, congratulated Morsi on his win, state television announced.

And the interim head of the Coptic church, many of whose faithful have feared the rise of Islamists, also congratulated Morsi.

Shafiq supporters who had gathered to hear the result with his campaign team in the suburbs of Cairo were devastated by the result.

Some women screamed and others cried as several men held their heads between their hands in despair.

"It's a very sad day for Egypt. I don't think Morsi is the winner. I'm very sad that Egypt will be represented by this man and this group," Shafiq supporter Maged told AFP.

The capital was tense before the announcement, with the city's notoriously busy streets deserted and shops and schools closed.

Extra troops and police were deployed as military helicopters flew overhead.

The road to parliament was closed to traffic, and security was tightened around vital establishments as Egyptians waited nervously for the result.

The election has polarised the nation, dividing those who feared a return to the old regime under Shafiq from others who wanted to keep religion out of politics and who fear the Brotherhood would stifle personal freedoms.

Shafiq ran on a strong law-and-order platform, pledging to restore security and stability. He is himself a retired general, but as a Mubarak-era minister he is reviled by the activists who spearheaded the 2011 revolt.

President-elect Morsi was the Islamists' fallback representative after their deputy leader Khairat El-Shater was disqualified.

In campaigning he sought to allay the fears of secular groups and the sizeable Coptic Christian minority by promising a diverse and inclusive political system.

On Saturday, two massive Cairo protests duelled for supremacy.

Thousands of Brotherhood supporters thronged Tahrir Square, with hundreds spending the night there. "Morsi, Morsi, God is greatest," they chanted.

Across the city in the Nasr City neighbourhood, thousands of Shafiq supporters held up pictures of him and of Tantawi, chanting: "The people and the army are one."

"Down with the rule of the Supreme Guide," they shouted, referring to the head of the Muslim Brotherhood.

Both Morsi and Shafiq had claimed victory in the election for a successor to Mubarak, and tensions heightened after the electoral commission delayed announcing the official outcome.

The delay in announcing the result of the June 16-17 run-off, initially scheduled for Thursday, had raised raised suspicions that the outcome of the election was being negotiated rather than counted.

On Friday, the SCAF warned it would deal "with utmost firmness and strength" with any attempts to harm public interests.

The Brotherhood warned against tampering with the election results, but also said it had no intention of instigating violence.

It has rejected a constitutional declaration by the military that strips away any gains made by the Islamist group since the popular uprising which forced Mubarak to stand down in February last year.

The document dissolves the Islamist-led parliament and gives the army a broad say in government policy and control over the new constitution. It was adopted just days after a justice ministry decree granted the army powers of arrest.

Houston?s best-performing companies thrived on liquidity last year.

Not just liquidity in the cash flow sense, but also in the commodities that they produce.

Last year?s strong crude prices returned oil producers to the top of the Chronicle 100, our annual ranking of Houston?s publicly traded companies. In recent years, many slid in the rankings as oil prices lagged from the national recession. But last year?s rebound restored oil producers to their past glory.

The highest-ranking non-energy-related company on this year?s list is software maker PROS Holdings, which came in all the way down at No. 27.

?That shows to you the importance of what oil and energy is not only to this city but to the country,? said Rick Kaplan, chief investment officer at Houston-based Legacy Asset Management.

Companies such as EOG Resources and Linn Energy dominated. Crude prices rose 8 percent for 2011, and the average price of $95 a barrel was enough to spur new drilling that benefited Houston oil producers.

?Prices anywhere near $95 lift all boats,? said William Arnold, a professor of energy management at Rice University.

Oil over natural gas

Houston, of course, is the world?s energy capital, and while many of the city?s energy companies produce more natural gas than oil, rising oil prices gave a boost to overall performance.

Houston?s economy remains more robust than the rest of the country?s, and we have the energy industry to thank.

Stronger oil prices have kept Houston?s recovery ahead of the rest of the country, fueling a hiring spree in the energy sector as offshore drilling picks up and companies continue drilling for oil in the South Texas shale.

Four ways to measure

The Chronicle 100 honor roll, prepared for the newspaper by S&P Capital IQ, ranks Houston?s top public companies by a score based on four measures of financial performance in 2011: total revenue, revenue growth, earnings-per-share growth and one-year total return to shareholders on a dividend-reinvested basis.

The Houston-based companies are ranked in each category, and those ranks are averaged to form the top 100 ? so the lowest number represents the highest rank.

A quarter of the top 20 companies on the list are master limited partnerships, or MLPs, that primarily produce or transport crude oil and natural gas liquids. MLPs pay dividends based on cash flow that offer tax benefits to investors.

Meanwhile, natural gas prices tumbled 32 percent last year, and investors realized the country has more gas than it can use, said Hinds Howard, chief investment officer for Guzman Investment Strategies in Austin, who tracks MLPs.

?With natural gas oversupply steadily dawning on the investing public in 2011, it?s no surprise that the MLPs with crude and liquids infrastructure outperformed,? he said.

Natural gas liquids

Some of the MLPs on the list, such as Enterprise Products Partners and Targa Resources Partners, were able to generate positive returns despite falling natural gas prices in part because they also handle natural gas liquids. Liquids are derived from natural gas but are priced like oil.

?When prices are down and production is up, MLPs generally are fine because they still have large volumes flowing through their pipelines,? Howard said.

Partnerships, including Enbridge Energy Partners, Plains All American Pipeline and Genesis Energy, that transport and store oil also benefited from regional crude price differences, Howard said.

The gap between rising crude and falling natural gas prices had a big effect on the returns of many Houston-based energy companies. An exposure to gas prices crimped shareholder returns at some of Houston?s biggest producers, including Apache Corp.

Overall, 27 companies showed negative returns for last year, and weaker natural gas prices contributed in some cases. Only 15 companies on the list generated returns of more than 40??percent, compared with almost half on last year?s list.

A repeat ahead?

Most analysts don?t expect gas prices to rebound anytime soon, so gas-dependent producers may continue to lag. If the recovery continues to build, oil prices are likely to stay strong. That may indicate a repeat performance on next year?s list for Houston companies that thrive on liquidity.

?Oil will continue to be a very important buffer for other economic issues,? Kaplan said. ?I wouldn?t be surprised if the list is the same for the next couple of years.?
