Ukraine's Yanukovich flirts with Russia as election looms

SOCHI, Russia (Reuters) - Ukraine's President Viktor Yanukovich hinted on Saturday he may soften his stance against Russia over gas prices and membership of Moscow-backed regional groups, seeking support from the Soviet-era ruler before an October parliamentary election.

Ukraine is heavily dependent on Russian gas while about 70 percent of Russia's gas exports to Europe go via Ukraine.

Kiev has tried for years to renegotiate a deal struck in January 2009 after Ukraine's squabbling with Moscow left several European countries without gas for almost three weeks when Russia halted exports via Ukraine.

Yanukovich, whose party faces an election in late October, met Vladimir Putin in the Russian president's Black Sea residence of Bocharov Ruchei.

This was second such meeting in just over six weeks, and despite the fact that the encounter again failed to produce any solid results, the Ukrainian leader said his country may change its stance in gas talks. He gave no further details.

"The issue (of gas supplies from Russia) will never be excluded from our relations and will always remain sensitive," he said. "We would like to slightly alter our positions in our relations with Russia."

After failing to get a discount from Moscow in prolonged negotiations throughout 2011, Ukraine, which pays more than $400 per 1,000 cubic meters of Russian gas - on a par with Europe - tried to cut the volume of its gas imports, set at maximum of around 50 billion cubic meters (bcm) a year.

The Kremlin has hinted that it may sweeten the gas deal if Ukraine joins a Putin-brokered alliance, including fellow former Soviet states of Russia, Belarus and Kazakhstan.

Kiev has resisted the idea of jointly building Putin's vision of a Eurasian Union, but Yanukovich told the Russian president that Ukraine is willing to participate in another Moscow-backed entity, the Shanghai Cooperation Organisation.

"We would like to become observers in this organisation so that we would be able to take part in integration processes on this territory," Yanukovich said.

Yanukovich's Party of the Regions hopes to get a renewed majority at October 28 elections despite signs of flagging support in parts of the country's industrialized east and south, with high gas prices paid by consumers traditionally seen as a major shortcoming of the Ukrainian leadership.

Supporting Putin, who is popular among the Russian-speaking population of Ukraine, was crucial for Yanukovich in his victory in 2010 presidential election, when he trounced the leader of the 2004-2005 Orange Revolution Yulia Tymoshenko.

Tymoshenko was jailed last year for abuse of office relating to the January 2009 gas agreement.

The two were riding in an armored U.S. Embassy sport utility vehicle when they came under fire on a highway leading to the city of Cuernavaca.

The official, speaking on condition of anonymity, said both were hospitalized.

The official said the wounded were not agents of the Drug Enforcement Administration or FBI.

The U.S. Embassy had no immediate comment.

A Mexican army official said the SUV with diplomatic plates was found after a report about a shootout on the two-lane highway. The army official was not authorized to be quoted by name. He said a Mexican navy captain was also in the vehicle, but was not injured.

The Toyota vehicle was riddled with bullets, most concentrated around the passenger-side window, indicating possible involvement by experienced gunmen.

The shooting occurred on a road winding through a mountainous area where drug gangs, common criminals and leftist rebels have been known to be active in the past.

Rare attacks

Attacks on diplomatic personnel were once considered rare, but this is the third attack in two years.

In 2011, one U.S. Immigration and Customs Enforcement agent was killed and one wounded in a drug gang shooting in northern Mexico.

India Under-19s captain Unmukt Chand has expressed confidence in his side as they prepare to take on the Australia Under-19s for the final of the ongoing ICC Under-19 World Cup 2012, due to be played at the Tony Ireland Stadium in Townsville on August 26.

?I am very optimistic about the final. We have played Australia in Australia and that too at the same venue. We are used to the conditions, and should do well,? said Chand.

Prior to the World Cup, the India U-19s played a Quadrangular Under-19 Series in Australia during April this year, from which they emerged triumphant, securing a 7-wicket victory over the Australia U-19s in the series final at Townsville on April 15.

The India U-19s won both of their U-19 World Cup warm-up matches ? the first against the Sri Lanka U-19s, and the second against the Afghanistan U-19s. However, their start in the actual tournament was far from ideal, as they lost their first match, against the West Indies U-19s at Townsville on August 12, by 4 wickets.

Despite the shaky start, the team managed to pick themselves up again, and have not lost a match since in the tournament so far.

Having bested both the Zimbabwe and Papua New Guinea U-19s in the Group C matches, the India U-19s went on to defeat their Pakistani counterparts in the 3rd quarter-final on August 20 by 1 wicket, before going on to win the 2nd semi-final on August 23 against the New Zealand U-19s by a margin of 9 runs.

?The team has peaked at the right time,? Chand observed. ?We did not start well in the competition, but the teamwork can be seen now. Everybody is contributing, and that is why we are in the final.?

Since its inception in 1988, the U-19 World Cup has been won thrice by Australia (1988, 2002, and 2010), while India have lifted the cup twice ? in 2000 under the captaincy of Reetinder Singh Sodhi, and in 2008 under the leadership of Virat Kohli. Aiming to become the 3rd Indian U-19 captain to lead the side to victory, Chand maintained that while Australia were worthy opponents, his team would do their best to emerge triumphant.

?Australia is a good side, and so are we. The summit clash should be a competitive encounter. We will do our best to return home with the Cup,? he said.

Little respect for conventions in never-ending U.S. campaign

COMMERCE, Michigan (Reuters) - There are few timeouts in U.S. presidential campaigns any more.

A tradition of candidates keeping a low profile while opponents bask in the limelight at their party conventions has frayed in recent elections.

This year, that custom will be all but ignored as President Barack Obama and Republican Mitt Romney compete to be heard amid the cacophony of campaign noise on Twitter, YouTube and the 24-hour news cycle.

In a phenomenon known as "convention counter-programming," the two White House hopefuls will campaign at full speed during each other's conventions to try to grab some of the attention from their rival.

"The old tradition of parties giving each other a week to have uncontested conventions is a relic of the three TV network and two local papers media era," said Jamal Simmons, a Democratic strategist.

Obama's campaign is laying out an aggressive agenda for next week when Romney will be officially nominated in a blaze of media attention at the convention in Tampa, Florida, to the acclaim of thousands of delegates.

In an trip aimed at tweaking the four-day Republican gathering, Vice President Joe Biden will hold campaign events in Florida next week. Biden had even planned to turn up in Tampa itself on Monday and meet Democratic supporters only 9 miles from the convention venue but he later canceled, citing a burden on local emergency service dealing with Tropical Storm Isaac.

"The Internet, 24-hour news and Twitter almost mandates the opposing party stages counter events, fact-checks speeches and otherwise keeps the pressure on without a break. Four days of unmolested spin is a lifetime in this environment," said Simmons.

Obama will focus much of his time next week on young voters, embarking on a two-day college tour in the critical swing states of Iowa, Colorado and Virginia.

"While Hollywood producers and advertising executives try to reinvent Mitt Romney in Tampa, President Obama and Vice President Biden will be on the road next week to lay out the clear choice between building an economy from the middle class out or the top down," said Ben LaBolt, Obama's campaign spokesman.

First lady Michelle Obama is appearing on "The Late Show with David Letterman" on Wednesday, the same night as vice presidential candidate Paul Ryan presents himself to the American public in his acceptance speech at the Republican event.

'MAKE THE MOST OF EVERY DAY'

As aggressive as the Democrats will be next week, Romney and his team also have no intention of just letting Obama enjoy rallies and partisan speeches uncontested when the Democrats meet for their convention in Charlotte, North Carolina, from September 4 to 6.

Senior advisers to the Romney campaign say it never entered their minds that they might take time off during the Democratic convention.

Romney and Ryan's schedules are still being firmed up for that week.

Romney adviser Kevin Madden said while the national media is focused on Obama and his convention, the Republican candidate will seize on the opportunity to travel to battleground states and interact with voters and local media.

"From the campaign's perspective, the sprint from Labor Day to Election Day really requires us to make the most of every day, to concentrate on voter contact and to carry our message to as many local media markets as possible in these battleground states," Madden said. "It's a competition for voters and in a competition like this, it's important that we don't let any opportunities pass us by."

How intense the Republican counter-offensive will be might depend in part on how much mischief Democrats cause next week.

Romney got in an early shot against Obama on Saturday, 10 days before the Democrats' convention starts.

"I know the president's going to go to that convention, he's going to have all sorts of marvelous things to say. I mean I can almost read his speech now. It will be filled with promises that tell people how wonderful things are. Of course, they'll have to contrast that with what they know they're experiencing," he said at a rally in Ohio.

In a rare case of a presidential campaigns taking time off, Obama and Romney suspended political ads in Colorado after a gunman shot and killed 12 people at a suburban Denver movie theater last month.

In 2008, Republican candidate John McCain announced he was suspending his presidential campaign to allow lawmakers to deal with the financial crisis but he returned to campaigning after several days when Obama refused to suspend his White House bid.
