Uptown site closes Saturday for new $12M branch ? ?

It?s time to close the book on the Walker Library after three decades in the Uptown area of south Minneapolis.

After years of discussion and planning, the subterranean Walker Library, at 2880 Hennepin Ave., will close on Saturday to make way for a new $12 million Hennepin County Library branch on the site.

The plan calls for bringing the books out of the basement and up to the street level. The only thing underground at the new library will be about two dozen parking spaces.

?It?s going to up in the sunlight; lots of glass. We?re really trying to have it fit within that neighborhood,? said Hennepin County Commissioner Gail Dorfman, who has been involved with the planning process. ?This library serves a pretty wide geographic area. It?s really the only public institution in the Uptown area. It?s a place where people can congregate. ?We think Uptown will be a very vibrant library.?

The current Walker Library dates to 1981. But the unusual underground design, originally conceived as a way to conserve energy, has not been popular in the community.

?I think it was the result of the energy crisis [in the 1970s]. ? It was considered a very modern design,? said Thatcher Imboden with the Minneapolis-based Ackerberg Group, the largest commercial landlord in the Uptown area. ?Everybody wanted the library to be rebuilt.?

The library was originally part of the Minneapolis Public Library system; the Hennepin County Library and the Minneapolis Public Library merged in 2007. The Hennepin County Library system now includes 41 libraries.

In 2005, four development groups responded to a request for proposals (RFP) at the site, pitching various mixed-use projects for the site. Some called for condos while other proposed apartments. But no plans ever moved forward because the Minneapolis Public Library did not have money to finance a new library at the site.

Planning for the current effort began in fall 2009. Minneapolis-based Vincent James Associates Architects (VJAA) is the project architect. No contractor has been selected yet.

The new single-story library ? slated to open in 2014 ? calls for 14,680 square feet of space, slightly smaller than the existing underground library. But even in the age of technology, libraries are still important community assets, Dorfman said.

?We?re trying to achieve this balance between computers and books,? Dorfman said. ?There?s still a lot of people who want to come to a library.?

Dorfman said that the architects are looking at a plan to reuse the large silver letters that spell out ?library? on the site of the new building. She is often asked about what will happen to the letters by members of the community.

?They?re kind of iconic,? Dorfman said.

The Uptown area is bustling with new development. Across the street from the library site, the renovated Uptown Theater opened last weekend. Earlier this year, the Ackerberg Group completed MoZaic, a mixed-use project including office and retail space with several levels of parking. Minneapolis-based Greco Development completed Flux, a 216-unit market-rate apartment project, earlier this year and many more apartment projects are in the Uptown pipeline.

The Walker Library site is across the street from the original Walker Library, built in 1911 on land that had been owned by T.B. Walker, a prominent local businessman and art collector who served as the first president of the city?s library board. The building, at 2901 Hennepin Ave., is now home to LifePower Uptown, a fitness club operated by Chanhassen-based Life Time Fitness Inc.

The Hennepin County Library system has several other building projects in the works, including plans for a new $23.5 million library in Brooklyn Park that is still in the planning stages.

Sarah Garbis, project manager with the Hennepin County Library?s capital projects office, said that they are planning to start construction in 2013 for a new, $5.6 million, 7,200-square-foot library in Excelsior.

?It?s going to replace a space that we lease from the city of Excelsior in their city hall,? Garbis said.

In south Minneapolis, the Roosevelt Library is undergoing a $3.2 million renovation and is slated to reopen in summer 2013.

Syrian forces, rebels clash near Turkey

BEIRUT (AP) ? Fierce clashes broke out Tuesday between Syrian rebels and regime forces battling for control of a border crossing on the frontier with Turkey, and Turkish authorities told residents to evacuate the area.

The violence along the border with Turkey, which is a strong supporter of the rebels trying to oust President Bashar Assad, underlines the regional danger as the Syrian civil war increasingly draws in neighboring countries.

On the diplomatic front, a spokesman for Egyptian President Mohammed Morsi said the Egyptian leader told Iran's foreign minister in a meeting Tuesday in Cairo that relations between the two countries were being hindered by Tehran's support for Syria's regime.

Spokesman Yasser Ali said Morsi told the Iranian minister, Ali Akbar Salehi, that as president he cannot ignore the fact that public opinion in Egypt is overwhelmingly against the Syrian regime, which he said "uses harsh language and violence against people."

The two were meeting as part of a Morsi-sponsored Syria peace initiative dubbed the "Islamic Quartet," bringing together Turkey, Saudi Arabia and Egypt ? all supporters of the Syrian rebellion ? with Iran.

Salehi, whose country is a crucial ally to the Assad regime, is traveling to Syria on Wednesday, where he will meet with Assad and other Syrian officials. Iran has provided strong backing to the Syrian leadership since the uprising began in March 2011.

The Turkish official, who spoke on condition of anonymity in line with government rules, said Tuesday that government forces and rebels were engaged "in very fierce" battles near the border crossing of Tal Abyad.

One woman was hit by a stray bullet and hospitalized in the Turkish border town of Akcakale.

The Turkish state-run Anadolu Agency said six Syrians were injured in the clashes and brought across the border for treatment. Akcakale authorities told residents living close to the frontier to evacuate the area.

Turkish state TV TRT also said some rebels fled to Akcakale to escape attacks.

Syrian opposition groups confirmed the fighting but had no immediate word on whether rebels succeeded in gaining control of the crossing. It is believed to be the first time Syrian rebels have tried to seize the border area in the northern Raqqa province, most of which is controlled by Assad's forces. Rebels control several other border crossings into Turkey.

Meanwhile, Iraqi officials reopened the western Qaim border crossing with Syria to a limited number of Syrian women and children fleeing the escalating civil war.

The mayor of Qaim, Farhan Fitkhan Farhan said that 100 Syrian refugees entered Iraq through the border crossing Tuesday and more would be let in on daily basis. But he said only women and children would be allowed, while young men would be denied entry for security reasons.

The crossing was closed last month following of fierce fighting between Syrian government forces and rebels on the Syrian side of the borders.

In Jordan, Syrian refugees at a Jordanian camp pelted the U.N.-Arab League envoy Lakhdar Brahimi's convoy with stones during a protest over the international community's failure to stop the bloodshed.

Brahimi, who visited another camp in Turkey the same day, has himself called his task "nearly impossible." But some in Jordan's Zaatari camp shouted slogans implying that his initiative, which involves meetings with Assad, only legitimizes the Damascus regime.

"Leave our camp. By seeing Bashar, you've extended his life," some 200 refugees chanted. Teenagers threw rocks at the vehicles of officials as they departed, according to an Associated Press reporter at the camp. U.N. refugee agency spokesman Ali Bebe confirmed the protest but said he did not see stones thrown.

Jordan hosts more than 200,000 displaced Syrians ? the largest number in the region. The 31,000 residents of the Zaatari camp have frequently protested against conditions in their settlement, located on a plain in the northern desert. Jordan says the huge influx of Syrians has put pressure on its infrastructure and social services.

Brahimi also toured a camp in the Turkish border province of Hatay. Dozens of Syrian refugees demonstrated outside the camp, waving a rebel flag and denouncing Assad.

Some 83,000 refugees have found shelter in 12 camps along the Turkish border with Syria.

Brahimi said it appeared refugees were being treated well in Turkey and that he hoped for an end to the violence.

"We hope that their country finds peace again and they can return to their country as early as possible," he said.

U.N. Secretary-General Ban Ki-moon spoke to Brahimi on Tuesday and will meet him this weekend after he arrives in New York, U.N. spokesman Martin Nesirky said Tuesday.

Germany's U.N. Ambassador Peter Wittig, the current Security Council president, said Brahimi would meet informally with members on Monday.

Also Tuesday, Turkey's Foreign Ministry brushed off Syrian accusations that it was allowing thousands of Muslim extremists to cross into its territory.

Foreign Ministry Spokesman Selcuk Unal told reporters that Turkey may not even respond to letters Syria sent to the U.N. Security Council and Secretary-General Ban Ki-Moon accusing Turkey of allowing thousands of terrorists access to the country.

"Instead of leveling complaints and making false accusations against various countries, including ours, Syria should look at the situation inside the country and take the necessary steps to correct the situation," Unal said.

Just a few weeks after giving birth to son Finn Davey, Tori Spelling is back in the hospital dealing with a postpartum health scare, her rep tells Us Weekly.

"Tori Spelling underwent emergency surgery over the weekend due to complications from her C-section," her rep shared in a statement Tuesday.

Spelling and her husband Dean McDermott welcomed their fourth child together on August 30. They are already parents to Liam, 5, Stella, 4, Hattie, 10 months, and Jack, 13 (from McDermott's previous marriage to Mary Jo Eustace).

No further details regarding Spelling's hospitalization are available at this time, although her rep adds that the "Craft Wars" host is still under the care of the medical staff there and "is resting comfortably."

Cartoons in French weekly fuel Mohammad furor

PARIS (Reuters) - A French magazine ridiculed the Prophet Mohammad on Wednesday by portraying him naked in cartoons, threatening to fuel the anger of Muslims around the world who are already incensed by a California-made video depicting him as a lecherous fool.

The drawings in the satirical weekly Charlie Hebdo risked exacerbating a crisis that has seen the storming of U.S. and other Western embassies, the killing of the U.S. ambassador to Libya and a deadly suicide bombing in Afghanistan.

Riot police were deployed to protect the paper's Paris offices after the issue hit news stands.

It featured several caricatures of the Prophet showing him naked in what the publishers said was an attempt to poke fun at the furor over the film. One, entitled "Mohammad: a star is born", depicted a bearded figure crouching over to display his buttocks and genitals.

The French government, which had urged the weekly not to print the cartoons, said it was shutting embassies and schools in 20 countries as a precaution on Friday, when protests sometimes break out after Muslim prayers.

Arab League Secretary-General Nabil Elaraby called the drawings outrageous but said those who were offended by them should "use peaceful means to express their firm rejection".

Tunisia's ruling Islamist party, Ennahda, condemned what it called an act of "aggression" against Mohammad but urged Muslims not to fall into a trap intended to "derail the Arab Spring and turn it into a conflict with the West".

In the northern Paris suburb of Sarcelles, one person was slightly hurt when two masked men threw a small explosive device through the window of a kosher supermarket. Police said it was too early to link the incident to the cartoons. One small local Muslim group filed a legal complaint against the weekly but there were no reports of reaction on the streets of France.

The posting on YouTube of a crude video, made in the United States and available on YouTube since July, that mocked Mohammad as a womanising buffoon has sparked protests in many countries, some of them deadly.

The U.S. envoy to Libya and three other Americans were killed in an attack in Benghazi, and U.S. and other foreign embassies were attacked in cities in Asia, Africa and the Middle East by furious Muslims.

Matthew Olsen, director of the U.S. government's National Counterterrorism Center, branded the Benghazi assault a "terrorist attack" and said officials were examining the possibility that individuals involved in the attack may have links to al Qaeda, and particularly the affiliate group al Qaeda in the Islamic Maghreb.

INTERNATIONAL DEBATE

The furor has emerged as an issue in the U.S. presidential election campaign and sparked international debate over free speech, religion and the right to offend. Many Muslims consider any representation of Allah or the Prophet Mohammad blasphemous.

In Los Angeles, an actress who appeared in the video filed a lawsuit against a Coptic Christian man linked to the film, Nakoula Basseley Nakoula, accusing him of fraud and slander and asking that the film's trailer be removed from the Internet.

It was the first known civil lawsuit connected to the film that has circulated online as a 13-minute trailer, including under the title "Innocence of Muslims."

The actress, Cindy Lee Garcia, also named Google Inc and its YouTube unit as defendants. Garcia's lawsuit stated that she thought she was appearing in a desert adventure film, not a "hateful" production about the Muslim prophet.

The United States has condemned the content of the video while defending the right to free speech, and took a similar line on the French cartoons.

"We know that these images will be deeply offensive to many and have the potential to be inflammatory. But we've spoken repeatedly about the importance of upholding the freedom of expression that is enshrined in our constitution," White House spokesman Jay Carney told reporters.

"In other words, we don't question the right of something like this to be published, we just question the judgment behind the decision to publish it."

In the Lebanese city of Sidon, around 10,000 people joined a march organized by the Shi'ite group Hezbollah to protest against the film and the cartoons, shouting "Enough humiliation!" and "Death to America! Death to Israel!".

In Egypt, Essam Erian, acting head of the Muslim Brotherhood's Freedom and Justice Party, told Reuters: "We reject and condemn the French cartoons that dishonor the Prophet and we condemn any action that defames the sacred according to people's beliefs."

At the same time, rights groups demanded the release of a Coptic Christian computer science graduate who they said had been beaten up and arrested in Cairo on suspicion of re-posting the anti-Islam video online.

In France, a joint statement by Catholic bishop Michel Dubost and Mohammed Moussaoui, president of the French Muslim Council, defended the right to freedom of expression under the cherished French principles of "Liberty, Equality, Fraternity".

"But freedom endangers itself if it forgets fraternity and respect for everyone's equal right to dignity," they added.

French Foreign Minister Laurent Fabius called the publication of the cartoons a provocation.

"We saw what happened last week in Libya and in other countries such as Afghanistan," he told a regular news conference. "We have to call on all to behave responsibly."

CALL FOR CAUTION

France's ambassador to Iran sent French citizens there a message urging them to exercise great caution, especially on Friday, and around diplomatic missions and places of worship.

But Charlie Hebdo's editor, Stephane Charbonnier, rejected the criticism. "We have the impression that it's officially allowed for Charlie Hebdo to attack the Catholic far-right but we cannot poke fun at fundamental Islamists," he said.

"It shows the climate. Everyone is driven by fear, and that is exactly what this small handful of extremists who do not represent anyone want: to make everyone afraid, to shut us all in a cave," he told Reuters.

One cartoon alluded to the scandal over a French magazine's publication of topless photos of the wife of Britain's Prince William. It showed a bare female torso topped by a beard with the caption "Riots in Arab countries after photos of Mrs Mohammad are published".

Charlie Hebdo is no stranger to controversy. Its Paris offices were firebombed last November after it published a mocking caricature of Mohammad, and Charbonnier has been under police guard ever since.

Speaking outside his offices in an eastern neighborhood with many residents of North African origin, Charbonnier said he had not received any threats over the latest cartoons. In a message on its Twitter account, Charlie Hebdo said its website had been hacked, but referred readers to a blog it also uses.

In 2005, Danish cartoons of the Prophet sparked a wave of protests across the Muslim world in which at least 50 died.

France is already on alert for attacks by al Qaeda on French interests in West Africa.

A diplomatic source said this week that Paris had recently foiled attacks on economic and diplomatic targets and had credible evidence that more were planned.

"Al Qaeda in the Islamic Maghreb is a direct and immediate threat," the source said.

Tensions are mounting over the disputed islands in the East China Sea, just one day after the anniversary of Japan?s 1931 occupation of China. Twelve Chinese vessels reportedly arrived in the waters around the islands today, and some fear there is potential of pushing rhetoric to the next level between China and Japan, which have two of the best-equipped militaries in the region.

On Sunday, US Secretary of Defense Leon Panetta warned that the territorial dispute could lead to a ?violent conflict.? In comments made on his way to a weeklong trip to the Asia-Pacific region, he told reporters:

I am concerned that when these countries engage in provocations of one kind or another over these various islands, that it raises the possibility that a misjudgment on one side or the other could result in violence, and could result in conflict.

The Chinese vessels ? a combination of fishing patrol boats and surveillance ships ? were reportedly sent to the Diaoyu islands, as the Chinese refer to the territory, or Senkaku, as they are known in Japan, in order to ?conduct patrol and law enforcement,? reports China?s state media outlet, the People?s Daily. The first boats began to arrive yesterday afternoon. ?This is the largest marine patrol in China?s history,? the paper wrote.

This follows a rise in anti-Japanese protests, which have spread to close to 100 Chinese cities, according to The Christian Science Monitor. But the Japanese government has thus far been cautious in how it has dealt with the dispute, in part perhaps because of proximity of the flareup to the Sept. 18 anniversary of Japan?s invasion and occupation of Manchuria, something that spurs protests annually, island disputes aside.

In an opinion piece, Bloomberg View columnist William Pesek writes that the tiny islets that are in dispute don't appear to be worthy of an international incident. But, he argues, this flareup between China and Japan feels different than past face-offs, like the sweeping 2005 protests over Japanese school textbooks downplaying Japan's role in World War II.

?The Japanese call them the Senkaku Islands, the Chinese refer to them as Diaoyu. Let me suggest a more appropriate name: Goat Islands. Goats are all you will find on the cluster of uninhabited rocks over which Japanese and Chinese seem ready to go to war,? writes Mr. Pesek.

He continues:

Diplomats in Tokyo and Beijing ? are blaming one another over a mushrooming international crisis that has U.S. Defense Secretary Leon Panetta worried about a military ?blowup,? the last thing the world needs right now.

That isn?t as hyperbolic as it might sound. It is easy to envision a couple of Japanese businessmen being dragged from their corporate offices in Shanghai and beaten, or even killed, by an angry mob. Things could get out of hand very quickly, which explains why Panasonic Corp. (6752) and Canon Inc. are shutting Chinese plants. That goes, too, for naval ships near the disputed islands. Miscalculations, collisions and gunfire that lead to broader armed conflict aren?t hard to imagine.?

'Walking Dead' star: Prison is 'claustrophobic'

Life in prison is going to be no walk in the park for Rick and his gang of survivors on AMC's "The Walking Dead."?

"It's claustrophobic," star Steven Yeun, who plays Glenn, told The Clicker of this season's setting, which was teased in the finale. "Last year, we were really happy with the fact that outside, the outdoors (at the farm) was really another character that helped us do these themes because we were miserable. We looked miserable, but in a good way. This season, we were thinking, 'Oh man, once we go on stages, we're gonna really have to act out certain things.' But man, they did a great job and (the prison is) just as terrible as outside."

I think that is definitely going to be a crux of this season in terms of their relationship, seeing what a relationship looks like with all these afflictions."

"I think Glenn has a good gut. And the third season is him kind of putting that into action and realizing that he has people to protect, loved ones he has to live for. He can really trust his own?decisions," Yeun said. "That doesn't come without consequences."

Lonmin deal stirs more South Africa mine strife

MARIKANA, South Africa (Reuters) - South African police fired tear gas on Wednesday to disperse protesters near a mine run by top platinum producer Anglo American Platinum (Amplats), the first sign of unrest spreading after strikers at smaller rival Lonmin won big pay rises.

Within hours of Lonmin agreeing to a pay increase of 11 to 22 percent, workers at neighboring mines were calling for similar hikes, suggesting more trouble in store after six weeks of industrial action that has claimed 45 lives and threatened Africa's biggest economy.

"We want management to meet us as well now," an organizer for the militant Association of Mineworkers and Construction Union (AMCU) at Impala Platinum, the number two producer, told Reuters.

"We want 9,000 rand ($1,100) a month as a basic wage instead of the roughly 5,000 rand we are getting." He declined to be named for fear of recriminations from the company.

Lonmin shares soared more than 9 percent to levels not seen since police shot dead 34 miners on August 16 outside its Marikana mine, 100 km (60 miles) northwest of Johannesburg.

However, the deal could add 13 percent to the company's recurrent costs, plus an additional $10 million for a one-off back-to-work bonus, Nomura said in a note. Lonmin is already battling with a shaky balance sheet and unprofitable shafts.

The settlement has also shown more strife in the area, with police clashing with an angry crowd in a township at a nearby Amplats mine outside the "platinum belt" city of Rustenburg.

Police spokesman Dennis Adriao said officers fired tear gas, stun grenades and rubber bullets to disperse an "illegal gathering". He had no information on any casualties.

A labor activist said workers who have stayed off the job at Amplats, which accounts for 40 percent of global supplies of the metal used for catalytic converters in cars, were inspired by Lonmin and would press on with their demands.

"The mood here is upbeat, very celebratory," Mametlwe Sebei, a community representative near Rustenburg, told Reuters. "Victory is in sight. The workers are celebrating Lonmin as a victory."

Amplats had to suspend its Rustenburg operations last week because of the unrest. Those mines restarted on Tuesday but the company admitted many workers had stayed away.

Platinum prices rose a little on Wednesday after falling 2.6 percent a day earlier on news of the Lonmin deal.

LONMIN WORKERS CELEBRATE

At Marikana, strikers celebrated their settlement as a triumph for AMCU, which exploded onto the South African labor scene in January when its turf war with the dominant National Union of Mineworkers (NUM) led to a six-week closure of the world's largest platinum mine, run by Implats.

Thousands of Lonmin workers and their families gathered at a soccer pitch near the mine to sing victory songs and denounce NUM, a key ally of the ruling African National Congress (ANC).

"AMCU is coming. We told them and they are coming," one of the chants ran. One man held up a banner reading: "Death Certificate; first name: NUM; cause of death: corruption".

The discontent rolling through the sector has found fertile ground in the shanty-towns that ring the mines.

"The ripple effects will continue to be felt. The outcome of the negotiation at Marikana will likely set a new benchmark for mining more generally and wage costs are set to rise substantially," JP Morgan said in a research note.

Amplats and Implats shares were up 0.1 percent and 0.5 percent respectively at 0610 EDT.

Wage hikes in the mining sector have been leap-frogging inflation for years, reducing margins in the industry as productivity has struggled to keep pace.

But the typical miner has several dependents to feed and so pay rises that outpace inflation may not go far as the gains evaporate at the kitchen table. Racing food inflation due to soaring global grain prices will only stoke workers' hunger.

The gold sector has also not been spared, with 15,000 miners at the KDC West operation of Gold Fields, the world's fourth largest bullion producer, on an illegal strike.

Gold Fields' chief executive Nick Holland told Reuters on Tuesday his company could "go on for quite some time" despite the KDC West disruption.
