(AP) ? The cheering stopped on Mitt Romney's campaign plane Friday morning.

The day before, aides had whistled and clapped when the Denver control tower commended the Republican presidential nominee's debate performance. It was a rare moment of exuberance for a campaign that had fallen behind President Barack Obama in a number of polls.

The euphoria ended after the morning report that the nation's unemployment rate had dropped to 7.8 percent, its lowest level in Obama's presidency. Romney and his team sat stone-faced and quiet on the flight to Virginia's coal country, taking in the good news for the country that's bad news for their political prospects.

The former businessman has staked his candidacy on the notion that the economy needs a turnaround. So, even as Republicans elsewhere conceded progress, Romney described the positive report in negative terms.

"This is not what a real recovery looks like," he declared in a written statement less than an hour after the job growth numbers came out.

Campaigning outside an Abingdon equipment company, Romney dismissed the report as evidence that millions of unemployed Americans had simply given up.

"The unemployment rate, as you know, this year has come down very, very slowly, but it's come down nonetheless," Romney told more than 3,000 supporters in this small western Virginia community. "The reason it's come down this year is primarily due to the fact that more and more people have just stopped looking for work."

Last month's improvement is attributed to more people finding work, according to data released by the Labor Department.

The unemployment rate fell to 7.8 percent in September, dropping below 8 percent for the first time in nearly four years. The Labor Department says employers added 114,000 jobs in September. The economy also created 86,000 more jobs in July and August than first estimated.

Wages rose in September and more people started looking for work.

The report gave Obama fresh evidence to argue that his economic policies are working. It also gave the president an opportunity to suggest that Romney is rooting against the economic recovery.

"Today's news certainly is not an excuse to try to talk down the economy to score a few political points," Obama said at a rally in northern Virginia. "It's a reminder that this country has come too far to turn back now."

Romney aides have long worried that circumstances out of their control ? particularly an economic surge close to the election ? could undermine Romney's candidacy. One more monthly unemployment report is due before Election Day, so Friday's numbers could leave a lasting impact on Americans who are already casting ballots in states that allow early voting.

Romney's campaign has adapted in recent months as noneconomic issues surfaced. In particular, the former Massachusetts governor has broadened his message to include more focus on foreign policy and the military. He's set to deliver a foreign policy speech on Monday.

But the longtime businessman launched his campaign on the premise that only he can repair the American economy. His central message in countless rallies, campaign ads and interviews is that Obama isn't doing enough to create jobs.

"These are tough times in this community," Romney said in Abingdon after meeting with coal miners who have been laid off. The crowd cheered as he added, "I'd take America in a very different direction."

Construction of unique enterprise starts in Belarus. ? News ...

Construction of unique enterprise starts in Belarus.

Its work will change the situation on the country's construction market in the near future. The joint Austrian-Belarusian plant will be located in the Mogilev region and it will release cement bonded particle boards. The new technology will help build quickly, efficiently and inexpensively.
Vladimir Semkin reports: Almost 10,000 hectares were set aside for the construction site. Innovative building materials will be released here. The joint Austrian-Belarusian company at the former Krychev meat-packing plant will be the first of its kind in Belarus.
It is planned to release the first production by the end of next year. Not much time is left, so immediately after the solemn laying of the stone dismantling of the unnecessary buildings of the former meat-packing plant was started.
The new plant is designed to produce 60 thousand cubic meters of cement-bonded particle boards per year.
(Vitaly Bondarik, Director General of Belzarubezhstroy)

New technologies are already used in construction in Belarus. But particle boards are still imported. Austrian and Belarusian businessmen have concluded an agreement to organize a joint import-substituting production.
(Siegfried Gassner, CEO of the Austrian company: "Our main company is located in Vienna. The work structure in Belarus is very similar to that in Austria. And I do not see any problem to invest in this country. And I believe in its future".)
Krichev was chosen because the cement plant located here is the future major supplier of raw material. The region is rich in timber.
(Anatoly Cherny, Deputy Chairman of the Mogilev Regional Executive Committee)
Incidentally, a similar factory is now being built in Venezuela. If the Krichev production will mostly meet the needs of the domestic market, the Venezuelan production will be exported.

On The Plate: Hola, holidays | Food & Wine | Surf Coast Times ...

I knew my holiday was looking promising right from the outset, when the flight out of Sydney provided me with an airline magazine which featured all things gastronomical in South America, the continent to which I was now winging my way.

While I knew I would not be able to actually visit the many restaurants featured, it still made interesting reading to learn that the ?celeb chefs? were like any other around the globe, interested in looking back at their homeland?s cuisine, and re-working traditional dishes to create innovative twists on traditional favourites.

This theory was born out in one notable eatery in Lima, Peru, where the chef?s menu tugged at your heartstrings to the extent that each dish gave a brief outline of what it was that sparked the idea for his version of the appetiser, main course or dessert he offered for the diner to sample.

He reflected on the pizazz of flavours from a common street food vendor, or from his grandma?s special dish, or the influence of recent migrants to his country. It made for very interesting reading and the actual food was truly scrumptious. The next day at a bustling, but more ?common eatery? ? a buffet for $12 ? in a nearby suburb, I was happily able to sample a ?peasant? version of this same appetiser so exquisitely presented the night before, on its smart rectangular plate.

Ah, South America! Corn (maize), potatoes, seafood and meat ? if it?s Argentina you?re visiting ? are the loud notes in their cuisine. In Lima, cevicherias abound. Little eateries which specialise in serving the fresh seafood salad which may feature salmon, tuna, red snapper ? or pompano, as it is known locally.

I?m talking about ceviche, and I did try many versions of it. Ceviche (also known as cebiche or seviche) is of Peruvian origin ? although it also appears in Tahitian and European cuisines. It harks especially from the north coast of Peru, and its roots may lie in the local indigenous group of Quechua Indians who would have called it siwichi. However it can be linked to Arabic sibeshi, which roughly translated means acidic, aromatic food. The Spanish-Moors may have introduced the concept.

Ceviche combines raw firm fleshed white fish with some onion, tomatoes, green pepper, a little garlic, chilli and coconut milk combined with some lime juice to ?cook? the fish. The acid in the citrus juices works on the enzymes in the fish ? and the resultant juices in the bottom of the serving dish ? the leche de tigre (tiger?s milk) is said to be an aphrodisiac!

Ceviche makes a perfect appetiser; its fresh, tender velvety-ness prepares your palate perfectly for the next course. No doubt about these Latino-Americans and the art of setting the scene for total sensory pleasure.

Ceviche

Ingredients
1 kg firm, very fresh fish ? sole, snapper, tuna or salmon
3 medium onions ? finely chopped
Juice 8-10 limes (lemons or oranges can be used)
2-3 finely chopped aji limo (chilli)
Salt and pepper to taste
1 1/2 tablespoons coriander ? finely chopped
1 tablespoon mint ? finely chopped
(Small leaves lettuce ? optional)
3 small chats or 1 sweet potato ? boiled until tender and cut into 2cm cubes ? optional
8 discs of corn of the cob boiled with aniseed seeds until tender
1 by 250ml tin coconut milk

Method
Cut fish into strips or cubes that are bite sized. Combine fish, onions, herbs, chilli and marinade with the lime (or citrus juices) and coconut milk for approximately 15 minutes. Assemble salad in small glass serving dishes, or one large dish with lettuce leaves, corn discs and potatoes (if using them). Make sure you provide spoons for the leche de tigre!

Jon Foreman: Music Lessons

Nietzsche said "without music, life would be a mistake." And, though I've made plenty of mistakes in music and in life, I think I agree with him. Music has given me a language that words cannot. In many ways, my life lessons have been music lessons: the song has taught me how to live and life has taught me how to sing. I want you to join me in my music lessons. I want to convince you that the your song is important.

In our society that values practicality, music appears to be superfluous and unnecessary. At first glance, music has no utilitarian purpose. The song itself cannot harvest grain or cook a chicken or anything like that. Using our pragmatic school system as a barometer, our society places very little importance on the value of music. Our budget cuts have declared an education in the arts to be all but expendable. Yes, there is math and science and language in music. But the human experience illustrates the importance of music better than the equations.

Think back to the day you first fell in love. Or the morning your niece was born. Or the night your grandfather died. Numbers cannot quantify these moments. They cannot be neatly summed up with a formula. No, the most important moments of our existence will not fit into the test tube or the bar graph. Music is the same way. The deep power of the song is mystery that is unique and cannot be quantified.

Music does not contradict the empirical data, the science and the math of the human existence. For example, the biological facts surrounding your grandfather's death are still there. The math is still intact. But grief, joy, pain, fear, and hope are clumsily expressed by science and numbers. These are the times when music comes closer to the truth of the human experience than biology, economics, or psychology. Our laboratories depend on careful control of the environment. However, in life we find ourselves with very little control. The facts surrounding our birth and our eventual demise are seldom ours to choose. Yes, our world is dependent upon math and science but neither can explain our uncontrolled existence or purpose: life or death. Underneath the math our world is built upon the deeper laws of mystery, faith, and doubt.

In this world of uncertainty we find ourselves looking for conclusions: trying to find the chorus in the chaos. Searching for order and patterns: we're are all on the same quest -- the scientist, the mathematician, the composer, and you. We're caught up in the mysterious symphony of life: listening for the hook, looking for the melodious phrases that might somehow bring meaning to the dissonance and the blue notes of our lives. In this endeavor, music is a priceless vehicle to go places where the test tube cannot. The song helps to navigate the spaces outside of our control: the majestic, terrifying slopes of wonder.

Against the backdrop of wonder, I am reminded of the larger symphony going on around me, reminded of how small I really am. The most important moments in my life-long education have occurred when I am humbled, when I am face-to-face with the mystery and forced to recognize my lack of control. Of course, without wonder nothing can be wonderful. These are the frightening, lofty experiences that bring me to my knees.

There is a vulnerability in all of this that can be terrifying. Infinite uncertainty is not for the faint of heart. Especially in music, there will always be critics who would analyze and assail the song rather than sing. But do not be afraid of the pragmatist or the math. These rest only on the surface of the immense ocean of life and death beneath. Poetry runs deeper than prose, it's bursting into song. As Freud himself said, "The poets were here before me." These symphonic seas run deeper than the stock market, or the FDA. The melody is in your blood, mixed with the tales of Homer and the rest.

The song or the silence: This will always be our choice. Will you raise your voice and sing or will you look the other way? All around us, beauty and pain are exploding into being. The song of humanity is bursting into life, tension and resolution, full of dissonance and harmony. The decision is yours and mine: Will we dive in? Will we enter into the song of wonder or remain silent? The symphony of mystery is all around us, music lessons that are available to us at any age- a musical education beyond than the walls of any school. Don't be afraid to play it by ear. Come, raise your voice with mine. And let us choose to sing, to enjoy the wonder of the song while it lasts. Let us sing before our time runs out.

Russia reveals shiny state secret: It's awash in diamonds

'Trillions of carats' lie below a 35-million-year-old, 62-mile-diameter asteroid crater in eastern Siberia known as Popigai Astroblem. The Russians have known about the site since the 1970s.

The Soviets discovered the bonanza back in the 1970s beneath a 35-million-year-old, 62-mile diameter asteroid crater in eastern Siberia known as Popigai Astroblem.

They decided to keep it secret, and not to exploit it, apparently because the USSR's huge diamond operations at Mirny, in Yakutia, were already producing immense profits in what was then a tightly controlled world market.

The Soviets were also producing a range of artificial diamonds for industry, into which they had invested heavily.

The veil of secrecy was finally lifted over the weekend, and Moscow permitted scientists from the nearby Novosibirsk Institute of Geology and Mineralogy to talk about it with Russian journalists.

According to the official news agency, ITAR-Tass, the diamonds at Popigai are "twice as hard" as the usual gemstones, making them ideal for industrial and scientific uses.

The institute's director, Nikolai Pokhilenko, told the agency that news of what's in the new field could be enough to "overturn" global diamond markets.

"The resources of superhard diamonds contained in rocks of the Popigai crypto-explosion structure are, by a factor of 10, bigger than the world's all known reserves," Mr. Pokhilenko said. "We are speaking about trillions of carats. By comparison, present-day known reserves in Yakutia are estimated at 1 billion carats."

The type of stones at Popigai are known as "impact diamonds," which theoretically result when something like a meteor plows into a graphite deposit at high velocity. The Russians say most such diamonds found in the past have? been "space diamonds" of extraterrestrial origin found in meteor craters. [Editor's note: The original version misstated the type of deposit needed to create impact diamonds.]

They claim the Popigai site is unique in the world, thus making Russia the monopoly proprietor of a resource that's likely to become increasingly important in high-precision scientific and industrial processes.

"The value of impact diamonds is added by their unusual abrasive features and large grain size," Pokhilenko told Tass. "This expands significantly the scope of their industrial use and makes them more valuable for industrial purposes."

Russian scientists say the news is likely to change the shape of global diamond markets, although the main customers for the super-hard gems will probably be big corporations and scientific institutes.
